Digitization of public administration in Latvia

Abstract

The theme of the bachelor's thesis is "Digitalisation of public administration in Latvia", because in today's world it is very important to keep up with the times, adapting to the society's habits. The aim of the work is: to understand how public administration forms its digitalisation framework and what is the interaction between the digitalisation of public administration and the principles of good governance in Latvia. In order to achieve the goal set in the work, the theory is summarized, theories of good governance, e-government and new public administration are analyzed, thus evaluating what a modern state should look like in general. In the empirical part of the work, the research of government declarations in the period from 2014 to 2019 was researched in order to get an idea of the directions of action set by the government. The methodology of qualitative research was used in the work, to which the following methods were subordinated: qualitative content analysis to determine the direction of digitalisation of public administration and policy analysis, thus looking in more detail at the measures taken. As part of the work, the government's activities were analyzed through six principles of good governance. In the course of the research, it was concluded that Latvia observes the principles of good governance when developing the digitalisation of public administration.

Bakalaura darba tēma ir “Publiskās pārvaldes digitalizācija Latvijā”, jo mūsdienu pasaulē ir ļoti svarīgi sekot līdzi laikam, pielāgojoties tam, kāda ir sabiedrība uz tās paradumi. Šī darba mērķis ir izprast, kādā veidā valsts pārvalde veido savu digitalizācijas ietvaru un kāda ir mijiedarbība starp valsts pārvaldes digitalizāciju un labas pārvaldības principiem Latvijā. Darba mērķis ir: Lai sasniegtu darbā noteikto mērķi, darbā tiek veikta teorijas apkopošana, tika analizēti labas pārvaldības, elektroniskās pārvaldības un jaunās publiskās pārvaldības teorijas, tādējādi izvērtējot to, kādai vispār ir jābūt modernai valsts. Darba empīriskajā daļā veikta valdību deklarāciju izpēte laika periodā no 2014. – 2019. gadam, lai gūtu priekšstatu, kādi ir valdības noteiktie rīcības virzieni. Darbā tika izmantota kvalitatīvā pētījuma metodoloģija, kam tika pakārtotas sekojošas metodes: kvalitatīvā kontentanalīze, lai noteiktu, kāds ir valsts pārvaldes digitalizācijas virziens un rīcībpolitikas analīze, tādējādi sīkāk apskatot, kādi ir veiktie pasākumi. Darba ietvaros, valdības darbības tika analizētas ar sešu labas pārvaldes principu starpniecību. Pētījuma gaitā tika secināts, ka Latvija veidojot valsts pārvaldes digitalizācijas pilnveidošanu ievēro labas pārvaldības principus.
