Catching-up effect in agricultural productivity : the case of arable farms in Nord-Pas-de-Calais

Abstract

Un des principaux objectifs des différentes réformes successives de la PAC est de soumettre davantage l’offre agricole européenne aux signaux des marchés. De fait, la recherche de compétitivité devient une préoccupation majeure des agriculteurs. Les moins performants doivent rattraper les plus efficaces en essayant d’adopter progressivement les meilleures pratiques. Notre étude tente de révéler et de mesurer ces éventuels phénomènes de convergence des performances productives entre les exploitations agricoles. Elle porte sur 178 exploitations spécialisées en grandes cultures et situées dans un même bassin de production (Nord-Pas-de-Calais), au cours de la période 1994-2001 (période d’application de la réforme Mac Sharry et des premières mesures d’Agenda 2000). À partir d’estimations des niveaux de la productivité globale des facteurs basées sur la notion de fonction de distance, nos résultats indiquent clairement des processus de rattrapage, à la fois technique, et d’échelle entre les exploitations.

Catching-up effect in agricultural productivity : The case of arable farms in Nord-Pas-de-Calais One of the principal objectives of successive reforms of the CAP has been to increase the exposure of European agriculture to market forces. As a result, the search for competitiveness has become a major preoccupation for farmers. The poorest performers must catch up with the most efficient ones through the progressive adoption of best practice. Our research sought to reveal and measure these possible convergence phenomena in a study of 178 arable farms in the same region (Nord-Pas-de-Calais). The study analyses data from 1994 to 2001, a period encompassing the Mac Sharry reform and the first measures of Agenda 2000. From estimates of total factor productivity based on a distance function, our results clearly indicate evidence of catch up between the farms, through increased technical and scale efficiencies.
