One of the most disappointing features of the Ninth Plan was the declaration in agricultural growth, which set in after the mid 1990’s with GDP in agricultural growing at only around 2 per cent per annum after growing at 3.6 per cent per annum 6th 1980 and 1996.Reserving these declaration to achieve a growth target of 4 per cent per annum in agricultural GDP is a key element if the Eleventh Plan strategy for inclusive growth.

Verburg;Over the past 25 years, the study of driving forces of landscape change has developed into a central theme in land change science by contributing to theory development, promoting the analysis of causation of change and gaining insights into how landscape development could be steered into a societally more desirable direction. Based on this progress, we designate important research avenues, reviewing critical challenges forming the base for advancing the study of driving forces of landscape change and addressing the question on how the study of driving forces can contribute to system transformative research. For each of the research avenues, we describe the current dominant approach and provide some specific ways of advancing both the conceptualization and the research methods. Together, advancing on these research avenues will promote a more social-ecological systems perspective to the study of driving forces of landscape change. We explain the persistence of low performances in African agriculture by analyzing the determinants of farmers' decisions to modernize their farming practices. Owing to sociocultural factors specific to Sub-Saharan Africa, farmers' decisions on farming practices are strategic complements. We demonstrate that the modernization game these farmers play admits two pure-strategy, Pareto-ranked, symmetric Nash-equilibria. The equilibrium where all farmers choose to modernize their farming methods is preferred to the one where all of them choose to stick to a traditional method. We argue that scarcity and economic opportunities put forward by neo-Boserupian theories of induced-innovation as determinants of the onset of agricultural innovations are, in the context of African countries, only necessary, but not sufficient to generate modernization of farming methods. Deliberate action to enhance adoption of agricultural innovations must therefore take the African's sociocultural context into consideration, or risk failure.

This paper is the first to present panel data evidence on the longer-term impact of expansion of global value chains and large-scale export-oriented farms in developing countries. Using panel data from two survey rounds covering a seven-year period and fixed effects regression, we estimate the longer-term income effects of wage employment on large-scale farms in the rapidly expanding horticultural export sector in Senegal. In addition to estimating average income effects, we estimate heterogeneous income effects using fixed effects quantile regression. We find that poverty and inequality reduced much faster in the research area than elsewhere in Senegal. Employment in the horticultural export sector significantly increases household income and the income effect is strongest for the poorest households. Expansion of the horticultural export sector in Senegal has been particularly pro-poor through creating employment that is accessible and creates substantial income gains for the poorest half of the rural population. These pro-poor employment effects contrast with insights in the literature on increased inequality from rural wage employment.

Despite having integrated public health concerns across all its policies – be it agriculture, consumer protection, or security –, the Union cannot directly act to save people’s lives. Only member states can do so. Yet when they adopted unilateral measures to counter the spread of the virus, those proved not only ineffective but also disruptive on vital supply chains, by ultimately preventing the flow of essential goods and people across the Union. These fragmented efforts in tackling cross-border health threats have almost immediately prompted political calls for the urgent creation of a European Health Union. Yet this call raises more questions than answers. With the aim to offer a rigorous and timely blueprint to decision-makers and the public at large, this Special Issue of the European Journal of Risk Regulation contextualizes such a new political project within the broader constitutional and institutional framework of EU public health law and policy. By introducing the Special, this paper argues that unless the envisaged Health Union will tackle the root causes of what prevented the Union from effectively responding to COVID-19 – the divergent health capacity across the Union –, it might fall short of its declared objective of strengthening the EU’resilience for cross-border health threats.

Plastics have become an inevitable material in India in diverse forms as food packing covers, bags, sachet etc; thus remain in widespread use. The increase in the amount of population leads to a great increase in the production of waste. This has led to the accumulation of plastic wastes from households as well as shops. An automated communication mechanism between the household and waste collecting organization would help to monitor and collect the plastic, for recycling or centralized disposal. This article proposes an IoT based design for partially automating the plastic waste collection mechanism from households. Such type of system will help the municipality or corporation to monitor and manage the plastic collection and disposal respectively in a centralized way.

However, GPP simulated by land surface models (LSMs) remains highly uncertain due to the lack of direct photosynthesis observations at large scales. Carbonyl sulfide (COS) has emerged as a promising proxy to improve the representation of GPP in LSMs. Because COS is absorbed by vegetation following the same diffusion pathway as CO2 during photosynthesis and not emitted back to the atmosphere, incorporating a mechanistic representation of vegetation COS uptake in LSMs allows using COS observations to refine GPP representation. Here, we perform ecosystem COS flux and GPP data assimilations to constrain the COS- and GPP-related parameters in the ORCHIDEE LSM for boreal evergreen needleleaf forests (BorENF). Assimilating ecosystem COS fluxes at Hyytiälä forest increases the simulated net ecosystem COS uptake by 14%. This increase largely results from changes in the internal conductance to COS, highlighting the need to improve the representation of COS internal diffusion and consumption. Moreover, joint assimilation of ecosystem COS flux and GPP at Hyytiälä improves the simulated latent heat flux, contrary to the GPP-only data assimilation, which fails to do so. Finally, we scaled this assimilation framework up to the boreal region and find that the joint assimilation of COS at Hyytiälä and GPP fluxes at 10 BorENF sites increases the modeled vegetation COS uptake up to 18%, but not GPP. Verburg;Over the past 25 years, the study of driving forces of landscape change has developed into a central theme in land change science by contributing to theory development, promoting the analysis of causation of change and gaining insights into how landscape development could be steered into a societally more desirable direction. Based on this progress, we designate important research avenues, reviewing critical challenges forming the base for advancing the study of driving forces of landscape change and addressing the question on how the study of driving forces can contribute to system transformative research. For each of the research avenues, we describe the current dominant approach and provide some specific ways of advancing both the conceptualization and the research methods. Together, advancing on these research avenues will promote a more social-ecological systems perspective to the study of driving forces of landscape change. We explain the persistence of low performances in African agriculture by analyzing the determinants of farmers' decisions to modernize their farming practices. Owing to sociocultural factors specific to Sub-Saharan Africa, farmers' decisions on farming practices are strategic complements. We demonstrate that the modernization game these farmers play admits two pure-strategy, Pareto-ranked, symmetric Nash-equilibria. The equilibrium where all farmers choose to modernize their farming methods is preferred to the one where all of them choose to stick to a traditional method. We argue that scarcity and economic opportunities put forward by neo-Boserupian theories of induced-innovation as determinants of the onset of agricultural innovations are, in the context of African countries, only necessary, but not sufficient to generate modernization of farming methods. Deliberate action to enhance adoption of agricultural innovations must therefore take the African's sociocultural context into consideration, or risk failure.

This paper is the first to present panel data evidence on the longer-term impact of expansion of global value chains and large-scale export-oriented farms in developing countries. Using panel data from two survey rounds covering a seven-year period and fixed effects regression, we estimate the longer-term income effects of wage employment on large-scale farms in the rapidly expanding horticultural export sector in Senegal. In addition to estimating average income effects, we estimate heterogeneous income effects using fixed effects quantile regression. We find that poverty and inequality reduced much faster in the research area than elsewhere in Senegal. Employment in the horticultural export sector significantly increases household income and the income effect is strongest for the poorest households. Expansion of the horticultural export sector in Senegal has been particularly pro-poor through creating employment that is accessible and creates substantial income gains for the poorest half of the rural population. These pro-poor employment effects contrast with insights in the literature on increased inequality from rural wage employment.

Despite having integrated public health concerns across all its policies – be it agriculture, consumer protection, or security –, the Union cannot directly act to save people’s lives. Only member states can do so. Yet when they adopted unilateral measures to counter the spread of the virus, those proved not only ineffective but also disruptive on vital supply chains, by ultimately preventing the flow of essential goods and people across the Union. These fragmented efforts in tackling cross-border health threats have almost immediately prompted political calls for the urgent creation of a European Health Union. Yet this call raises more questions than answers. With the aim to offer a rigorous and timely blueprint to decision-makers and the public at large, this Special Issue of the European Journal of Risk Regulation contextualizes such a new political project within the broader constitutional and institutional framework of EU public health law and policy. By introducing the Special, this paper argues that unless the envisaged Health Union will tackle the root causes of what prevented the Union from effectively responding to COVID-19 – the divergent health capacity across the Union –, it might fall short of its declared objective of strengthening the EU’resilience for cross-border health threats.

Plastics have become an inevitable material in India in diverse forms as food packing covers, bags, sachet etc; thus remain in widespread use. The increase in the amount of population leads to a great increase in the production of waste. This has led to the accumulation of plastic wastes from households as well as shops. An automated communication mechanism between the household and waste collecting organization would help to monitor and collect the plastic, for recycling or centralized disposal. This article proposes an IoT based design for partially automating the plastic waste collection mechanism from households. Such type of system will help the municipality or corporation to monitor and manage the plastic collection and disposal respectively in a centralized way.

However, GPP simulated by land surface models (LSMs) remains highly uncertain due to the lack of direct photosynthesis observations at large scales. Carbonyl sulfide (COS) has emerged as a promising proxy to improve the representation of GPP in LSMs. Because COS is absorbed by vegetation following the same diffusion pathway as CO2 during photosynthesis and not emitted back to the atmosphere, incorporating a mechanistic representation of vegetation COS uptake in LSMs allows using COS observations to refine GPP representation. Here, we perform ecosystem COS flux and GPP data assimilations to constrain the COS- and GPP-related parameters in the ORCHIDEE LSM for boreal evergreen needleleaf forests (BorENF). Assimilating ecosystem COS fluxes at Hyytiälä forest increases the simulated net ecosystem COS uptake by 14%. This increase largely results from changes in the internal conductance to COS, highlighting the need to improve the representation of COS internal diffusion and consumption. Moreover, joint assimilation of ecosystem COS flux and GPP at Hyytiälä improves the simulated latent heat flux, contrary to the GPP-only data assimilation, which fails to do so. Finally, we scaled this assimilation framework up to the boreal region and find that the joint assimilation of COS at Hyytiälä and GPP fluxes at 10 BorENF sites increases the modeled vegetation COS uptake up to 18%, but not GPP.
