    International audience; The role of policy styles in policymaking has attracted renewed scholarly interest in recent years. One of the central debates in this literature revolves around the question of how to reconcile archetype national policy styles with considerable differences in modus operandi across policy sectors. A sector-specific feature that is considered a key determinant of the manifestation of archetype national policy styles in the European Union is the degree of Europeanisation of policy sectors. This paper picks up this suggestion by addressing the question of whether and how Europeanisation affects the degree to which features of an archetype national policy style are manifest within a sector. We address this question by exploring sectoral policy styles in agricultural and food-related public health policymaking across three EU Member States: The Netherlands, the United Kingdom (England), and France. Our findings suggest that the degree of Europeanisation of a policy sectordoesprove an important condition that helps to understand the relationship between national and sectoral policy styles. More specifically, Europeanisation has the strongest effect when sectors face a higher adaptation pressure, i.e., when there is a larger misfit between sectoral regimes and EU-induced institutional demands. We suggest various promising avenues of future research on this relationship.

    Background: Tsetse flies transmit trypanosomes that cause the debilitating diseases human African trypanosomosis (HAT) or sleeping sickness in humans and animal African trypanosomosis (AAT) or nagana in livestock. The riverine tsetse species Glossina palpalis gambiensis Vanderplank (Diptera: Glossinidae) inhabits riparian forests along river systems in West Africa. The Government of Senegal has embarked on a project to eliminate a population of this tsetse species from the Niayes area with the objective to manage AAT in the area. The project is implemented following an area-wide integrated pest management approach with an SIT component. The SIT can only be successful when the sterile males that are released in the field are of high biological quality, i.e. have the same dispersal capacity, survival and competitiveness as their wild counterparts. To date, sterile tsetse males have been released by air using biodegradable cardboard cartons that were manually dropped from a fixed-wing aircraft or gyrocopter. The cardboard boxes are however expensive, and the system is rather cumbersome to implement. Methods: A new prototype of an automated chilled adult release system (Bruno Spreader Innovation, (BSI™)) for tsetse flies was tested for its accuracy (in counting numbers of sterile males as loaded into the machine), release rate consistency and impact on quality of the released males. The impact of the release process was evaluated on several performance indicators of the irradiated male flies such as flight propensity, survival, mating competitiveness, premating and mating duration, and insemination rate of mated females. Results: The BSI TM release system counted with a consistent accuracy and released homogenously tsetse flies at the lowest motor speed (0.6 rpm). In addition, the chilling conditions (6 ± 1 o C) and the release process (passing of flies through the machine) had no significant negative impact on the males' flight propensity. No significant differences were observed between the control males (no irradiation and no exposure to the release process), irradiated males (no exposure to the release process) and irradiated males exposed to the release process with respect to mating competitiveness, premating period and mating duration. Only survival of irradiated males that were exposed to the release process was reduced, irrespective of whether the males were held with or without feeding. Conclusion: Although the release process had a negative effect on survival of the flies, the data of the experiments indicate that the BSI machine holds promise for use in operational tsetse SIT programmes. The promising results of this study will now need to be confirmed under operational field conditions in West Africa.

    International audience; Soil erosion is the primary process driving land degradation. Using multiple scales of management to minimize soil erosion is crucial to achieve land degradation neutrality targets within the Sustainable Development Goals agenda. Land management (LM) influences both on-site and off-site erosion on the event-scale and over the long-term. However, each LM differs in effectiveness depending on the temporal scale considered. In order to understand how LM effects internal and external catchment dynamics, we apply LandSoil, a physically based landscape evolution model, to evaluate 7 LM scenarios over long- (30 years) and short-terms (event scale). LM scenarios included changes in land use and/or landscape structure. Under current LM, mean surface soil erosion was similar to 0.69 +/- 39.10(-3) m over 30 years. In contrast, a single extreme event (435 mm/24 h) in January resulted in similar to 0.62 +/- 3.10(-3) In loss and similar to 0.04 +/- 2.10(-3) m if it occurred in October. Heterogeneous patterns of erosion and deposition developed after 30 years, whereas extreme events dominantly showed soil loss and high catchment connectivity. Effectiveness of LM in erosion mitigation and sediment trapping differed according to temporal and spatial scales for each scenario. We concluded that multiple temporal and spatial scales must be incorporated in order to adaptively manage land degradation and meet neutrality targets.

    Grasp planning and most specifically the grasp space exploration is still an open issue in robotics. This article presents a data-driven oriented methodology to model the grasp space of a multi-fingered adaptive gripper for known objects. This method relies on a limited dataset of manually specified expert grasps, and uses variational autoencoder to learn grasp intrinsic features in a compact way from a computational point of view. The learnt model can then be used to generate new non-learnt gripper configurations to explore the grasp space. Comment: accepted at SYSID 2021 conference

It is therefore important to optimize the joint use of the three sources of soil data that can be used as inputs of DSM models, namely spatial sets of measured sites, soil maps and soil sensing products.In this paper, we propose to combine these three inputs, through a cokriging with a categorical external drift (CKCED). This new interpolation technique was applied for mapping seven soil properties over a 24.6 km2 area located in the vineyard plain of Languedoc (Southern France), using an hyperspectral imagery product as example of a soil sensing data. Cross-validation results of CKCED were compared with those of five spatial and non-spatial techniques using one of these inputs or a combination of two of them.The results obtained in the La Peyne Catchment showed i) the utility of soil map and hyperspectral imagery products as auxiliary data for improving soil property predictions ii) the greater added-value of the latter against the former in most situations and iii) the feasibility and the interest of CKCED in a limited number of soil properties and data configurations. Testing CKCED in case study with soil maps of better quality and soil sensing techniques covering more area and depths should be necessary to better evaluate the benefits of this new technique.

    The works focus on the identification of industrial robots that belongs to the field of the identification of continuous-time inverse dynamic models in closed loop. First, a generic instrumental approach relevant for the identification of rigid industrial robots is proposed. The set of instruments is the inverse dynamic model constructed from simulated data calculated from the simulation of the direct dynamic model. This algorithm termed the IDIM-IV method validates the inverse and direct dynamic models simultaneously, improves the noise immunity of estimates with respect to corrupted data in the observation matrix and has a rapid convergence. This new approach is experimentally validated and compared with other standard methods. Then, a statistical test able to assess the validity of the set of instruments as well as the consistency of the least-squares estimates is presented. This test is based on the use of the Two-Stage-Least-Squares method and the regressed Durbin-Wu-Hausman test that are commonly used in econometrics. Finally, the perspectives that the IDIM-IV method can offer to the communities of robotics and automatic control are enlightened Ce manuscrit résume les travaux menés sur l'identification des robots industriels conduits à l'ONERA.     International audience; As we move towards shipboard-underway and automated systems for monitoring water quality and assessing ecological status, there is a need to evaluate how effective the existing monitoring systems are, and how we could improve them. Considering the existing limitations for processing numerous and complex data series generated from automated systems, and because of processes involved in phytoplankton blooms, this paper proposes a data-driven evaluation of an unsupervised classifier to optimize the way we track phytoplankton, including harmful algal blooms (HABs), and to identify the main associated hydrological conditions. We used in situ data from a portable flow-through automatic measuring system coupled with a multi-fixed-wavelength fluorometer implemented in the eastern English Channel during a bloom of Phaeocystis globosa (high biomass, non-toxic HAB species). This combination of technologies allowed high resolution online hydrographical and biological measurements, including spectral fluorescence as a means of quantifying phytoplankton biomass and simplifying the phytoplankton community structure inference. An unsupervised spectral clustering method was applied to this multi-parameter high-resolution time series, which allowed discrimination under near real-time of 6 to 33 contrasting water masses based on their abiotic and biotic characteristics. In addition, areas subject to extreme events such as HABs could be precisely identified, so controlling factors or their direct and indirect effects could be hierarchized. Considering the benefits and limitations of such a strategy, future applications of such methods will be important in the context of implementing the Marine Strategy Framework Directive.

    In this paper, we report on the outputs and adoption of the Agrisemantics Working Group of the Research Data Alliance (RDA), consisting of a set of recommendations to facilitate the adoption of semantic technologies and methods for the purpose of data interoperability in the field of agriculture and nutrition. From 2016 to 2019, the group gathered researchers and practitioners at the crossing point between information technology and agricultural science, to study all aspects in the life cycle of semantic resources: Conceptualization, edition, sharing, standardization, services, alignment, long term support. First, the working group realized a landscape study, a study of the uses of semantics in agrifood, then collected use cases for the exploitation of semantics resources a generic term to encompass vocabularies, terminologies, thesauri, ontologies. The resulting requirements were synthesized into 39 hints for users and developers of semantic resources, and providers of semantic resource services. We believe adopting these recommendations will engage agrifood sciences in a necessary transition to leverage data production, sharing and reuse and the adoption of the FAIR data principles. The paper includes examples of adoption of those requirements, and a discussion of their contribution to the field of data science. © 2020 The Author(s).     International audience; The role of policy styles in policymaking has attracted renewed scholarly interest in recent years. One of the central debates in this literature revolves around the question of how to reconcile archetype national policy styles with considerable differences in modus operandi across policy sectors. A sector-specific feature that is considered a key determinant of the manifestation of archetype national policy styles in the European Union is the degree of Europeanisation of policy sectors. This paper picks up this suggestion by addressing the question of whether and how Europeanisation affects the degree to which features of an archetype national policy style are manifest within a sector. We address this question by exploring sectoral policy styles in agricultural and food-related public health policymaking across three EU Member States: The Netherlands, the United Kingdom (England), and France. Our findings suggest that the degree of Europeanisation of a policy sectordoesprove an important condition that helps to understand the relationship between national and sectoral policy styles. More specifically, Europeanisation has the strongest effect when sectors face a higher adaptation pressure, i.e., when there is a larger misfit between sectoral regimes and EU-induced institutional demands. We suggest various promising avenues of future research on this relationship.

    Background: Tsetse flies transmit trypanosomes that cause the debilitating diseases human African trypanosomosis (HAT) or sleeping sickness in humans and animal African trypanosomosis (AAT) or nagana in livestock. The riverine tsetse species Glossina palpalis gambiensis Vanderplank (Diptera: Glossinidae) inhabits riparian forests along river systems in West Africa. The Government of Senegal has embarked on a project to eliminate a population of this tsetse species from the Niayes area with the objective to manage AAT in the area. The project is implemented following an area-wide integrated pest management approach with an SIT component. The SIT can only be successful when the sterile males that are released in the field are of high biological quality, i.e. have the same dispersal capacity, survival and competitiveness as their wild counterparts. To date, sterile tsetse males have been released by air using biodegradable cardboard cartons that were manually dropped from a fixed-wing aircraft or gyrocopter. The cardboard boxes are however expensive, and the system is rather cumbersome to implement. Methods: A new prototype of an automated chilled adult release system (Bruno Spreader Innovation, (BSI™)) for tsetse flies was tested for its accuracy (in counting numbers of sterile males as loaded into the machine), release rate consistency and impact on quality of the released males. The impact of the release process was evaluated on several performance indicators of the irradiated male flies such as flight propensity, survival, mating competitiveness, premating and mating duration, and insemination rate of mated females. Results: The BSI TM release system counted with a consistent accuracy and released homogenously tsetse flies at the lowest motor speed (0.6 rpm). In addition, the chilling conditions (6 ± 1 o C) and the release process (passing of flies through the machine) had no significant negative impact on the males' flight propensity. No significant differences were observed between the control males (no irradiation and no exposure to the release process), irradiated males (no exposure to the release process) and irradiated males exposed to the release process with respect to mating competitiveness, premating period and mating duration. Only survival of irradiated males that were exposed to the release process was reduced, irrespective of whether the males were held with or without feeding. Conclusion: Although the release process had a negative effect on survival of the flies, the data of the experiments indicate that the BSI machine holds promise for use in operational tsetse SIT programmes. The promising results of this study will now need to be confirmed under operational field conditions in West Africa.
