  • This article analyses the processes of implementation of national digital currencies on the example of Russia and a number of foreign countries. The author examines the key stages in the creation of digital currencies, their technological basis, legal and economic aspects, dynamics and specifics of the introduction of digital currencies in different countries, highlighting general trends and national peculiarities. The development of their own digital currencies and the introduction of CBDC by countries indicates the recognition of changes in the global financial services market. Countries with historically strong currencies are contemplating the introduction of CBDC not only as a reaction to the emergence of private cryptocurrencies, but also as a proactive measure to preserve their monetary influence and economic power in the digital age. In addition, CBDC have the potential to bridge the financial services gap, especially in regions where traditional banking and financial systems cannot reach. The author concluded that its decentralized nature, global accessibility, transparency and high transaction efficiency make it a potentially attractive alternative in the global financial market. В данной статье проводится анализ процессов внедрения национальных цифровых валют на примере России и ряда зарубежных стран. Автором рассматриваются ключевые этапы создания цифровых валют, их технологическая основа, правовые и экономические аспекты, динамика и особенности внедрения цифровых валют в разных странах, выделены общие тенденции и национальные особенности. Разработка собственной цифровой валюты и внедрение CBDC странами свидетельствует о признании изменений на мировом рынке финансовых услуг. Страны с исторически сильными валютами рассматривают возможность введения CBDC не только как реакцию на появление частных криптовалют, но и как упреждающую меру для сохранения своего денежного влияния и экономической мощи в цифровую эпоху. Кроме того, CBDC обладают потенциалом для преодоления разрыва в сфере финансовых услуг, особенно в регионах, куда традиционные банковские и финансовые системы не могут добраться. Автор пришел к выводу, что децентрализованный характер, глобальная доступность, прозрачность и высокая эффективность транзакций делают ее потенциально привлекательной альтернативой на глобальном финансовом рынке.     In the conditions of digital transformation, the possibilities of providing sustainable development of industrial enterprises are closely connected with their technological upgrade. The objective of the study is to identify the achieved results of digital transformation and technological development of industrial enterprises in Russia, to find methods to improve the management of sustainable development of industrial enterprises in order to maximise the benefit from the use of digital solutions. The study shows the projections of sustainable development of enterprises in digital economy, the tendencies of use of digital technologies in Russian organisations are determined based on the results of statistical analysis, the process approach for managing sustainable development of industrial enterprises in combination with the ecosystem model for building relationships with partners is suggested. В условиях цифровой трансформации возможности обеспечения устойчивого развития промышленных предприятий тесно связаны с их технологическим обновлением. Целью исследования является выявление достигнутых результатов цифровой трансформации и технологического развития промышленных предприятий России, поиск путей совершенствования управления устойчивым развитием на промышленных предприятиях с тем, чтобы максимизировать полезный эффект от использования цифровых решений. В ходе исследования показаны проекции устойчивого развития предприятий в цифровой экономике, на основе статистического анализа определены тенденции использования цифровых технологий в организациях России, предложен процессный подход для управления устойчивым развитием промышленных предприятий в сочетании с моделью экосистемы для выстраивания взаимоотношений с партнерами.

    В работе исследуются изменения качества российского высшего образования за последние три года сквозь призму мнения преподавателя как одного из ключевых акторов образовательного процесса. В фокусе исследования – основные факторы влияния на качество высшего образования и характер изменений образовательной среды в постпандемию, в частности, за счет применения цифровых решений. В статье представлены первичные (общие) результатыонлайн-опроса преподавателей российских университетов относительно триггеров изменения качества вузовского образования, эффективности учебной и педагогической деятельности в цифровой среде, а также точек внимания в обеспечении качества высшего образования. Результаты исследования подтверждают существенные изменения в высшем образовании за исследуемый период, особенно в части применяемых педагогических практик, форматов занятий, используемых средств обучения и педагогической деятельности в целом, что составляет основу изменений качества образования. Авторы работы заключают, что глобальные, институциональные и личные факторывлияния высшего образования оказывают разнонаправленное воздействие на его качество и в результате формируют у преподавателей вузов разный опыт и восприятие динамики развития с учетом разных уровнях вовлеченности преподавателей в систему оценки качества образования в своих вузах. Позиционируя себя в качестве ключевых субъектов в обеспечении качества образования, преподаватели в качестве основных барьеров развития собственной эффективности выделяют объем учебной нагрузки и необходимость выполнения дополнительных внеучебных функций. Статья адресована руководителям образовательных программ, руководству вузов и организаций, ответственных за обеспечение и оценку качества высшего образования перед органами исполнительной власти, а также исследователям и интересантам российской высшей школы. The article considers last three years' changes of higher education quality from the perspective of university teachers as key actors of an educational process. The study focuses on the main factors infl uencing the quality of higher education and the nature of changes in the post-pandemic educational environment, in particular, through the use of digital solutions. The authors deliver primary (general) results of Russian university teachers' poll regarding the triggers for changing the quality of higher education, the eff ectiveness of educational and pedagogical activities in the digital environment, as well as points to be paid attention at in ensuring the quality of higher education. The results of the poll show signifi cant changes in higher education over the period studied, especially in applied teaching practices and in lesson formats, these shifts contributing to the change of education quality in general. Global, institutional, and individual infl uencing factors together give multidirectional impact on the quality of education, thus forming diff erent experiences and perceptions of higher education quality dynamics. University teachers, however, are quite diff erently engaged in the university education quality assessment. Due to understanding themselves as key stakeholders in education quality assurance, university teachers identify their course load and additional non-curricular functions as the main barriers in developing their own eff ectiveness. The article is addressed to heads of academic programs and educational institutions, to executive authorities responsible for quality assurance and assessment in higher education, as well as to the representatives of research community in Russian higher education.

  • The conducted research allows to conclude that the operation of Internet courts represents the existence of an electronic platform that guarantees feedback to the parties to the dispute and is available around the clock. It is possible to communicate with the court from a computer, laptop, tablet or phone from anywhere. The possible intensive robotization of judicial activity should be carried out in parallel with the legal, regulatory and technical support of this process. If the automation of court proceedings and typical decision-answers on serial disputes is a familiar mechanism nowadays, the transfer of decision-making on a complex case requiring a creative professional approach involving the evaluation of emotions, evaluative concepts, legal principles, understanding of the meaning of what is happening and the law to artificial intelligence is a task of the future. Petitions and first drafts of court decisions are created automatically. Of course, an online trial requires the consent of the parties and the complexity of the case must be taken into account. Проведенное исследование позволяет сделать вывод, что работа интернет-судов представляет собой наличие электронной платформы, гарантирующей обратную связь сторонам спора и доступной круглосуточно. Связь с судом возможно осуществлять с компьютера, ноутбука, планшета или телефона, находясь в любом месте. Возможная интенсивная роботизация судебной деятельности должна осуществляться параллельно с нормативно-правовым и нормативно-техническим обеспечением этого процесса. Если автоматизация судебного делопроизводства и типичные решения-ответы по серийным спорам – это привычный механизм уже сейчас, то передача принятия решения по сложному делу, требующему творческого профессионального подхода, предполагающего оценку эмоций, оценочных понятий, правовых принципов, понимания смысла и происходящего и права, искусственному интеллекту – это задача будущего. Ходатайства и первые проекты судебных решений создаются автоматически. Безусловно, на проведение судебного разбирательства онлайн необходимо согласие сторон, а также должна учитываться сложность дела. Международный научно-исследовательский журнал, Выпуск 2 (140) 2024

  • The article examines the topic of digitalization of the economy in the context of the industrial revolution and its impact on the progress of society. The authors analyse the current state of digital transformation and its potential to change the economic sphere. They propose to look at digital technologies as a tool for improving productivity, creating new business models and increasing the competitiveness of enterprises. This article reviews and systematizes the main directions of development of the fourth industrial revolution in the field of digital technologies.The article also draws attention to the importance of digitalization for the development of SMEs. Examining examples of successful digital transformation in various sectors of the economy allows the authors to show the benefits that can be gained through the use of digital technologies.The article focuses on the importance of digital literacy and the need to develop skills related to the use of digital technologies. The authors believe that only through active digitalization of the economy can progress be made and the quality of life of people be improved. В статье рассмотрена тема цифровизации экономики в условиях промышленной революции и ее влияние на прогресс общества. Авторы анализируют текущее состояние цифровой трансформации и ее потенциал для изменения экономической сферы. Они предлагают рассмотреть цифровые технологии как инструмент для улучшения производительности, создания новых бизнес-моделей и повышения конкурентоспособности предприятий. В настоящей статье рассмотрены и систематизированы основные направления развития четвертой промышленной революции в области цифровых технологий.Статья также обращает внимание на важность цифровизации для развития малого и среднего бизнеса.     Over 2012–2022, there were changes in the composition of the number of employees and revenue to the type of economic activity «Agriculture, forestry, hunting, fishing and fish farming» in the context of the regions of the Central and Far Eastern federal districts. There were also changes in the structure of the analyzed indicators. Assessment of structural shifts in the Central Federal District and the Far Eastern Federal District indicate the presence of both negative and positive ones. The assessment using the integral indicator made it possible to indicate the presence of insignificant structural differences in the number of employees and very significant structural differences in revenue for the analyzed type of economic activity. The noted changes led to the improvement in the industrial index of labor productivity and, as a result, the presence of a positive shifting effect due to changes in the structures of the number of employees and revenue in the Central Federal District and the Far Eastern Federal District in 2017–2022. За 2012–2022 годы происходили изменения в составе численности работников и выручки виду экономической деятельности «Сельское, лесное хозяйство, охота, рыболовство и рыбоводство» в разрезе регионов Центрального и Дальневосточного федеральных округов. Также происходили изменения в структуре анализируемых показателей. Оценка структурных сдвигов в ЦФО и ДФО свидетельствуют о наличии как отрицательных, так и положительных. Оценка с помощью интегрального показателя позволила свидетельствовать о наличии несущественных структурных различий в численности работников и весьма существенных структурных различиях в выручке по анализируемому виду экономической деятельности. Отмеченные изменения обусловили улучшение отраслевого индекса производительности труда и как следствие наличие положительного эффекта сдвига за счет изменения структур численности работников и выручки в ЦФО и ДФО в 2017–2022 годах.

  • This article analyses the processes of implementation of national digital currencies on the example of Russia and a number of foreign countries. The author examines the key stages in the creation of digital currencies, their technological basis, legal and economic aspects, dynamics and specifics of the introduction of digital currencies in different countries, highlighting general trends and national peculiarities. The development of their own digital currencies and the introduction of CBDC by countries indicates the recognition of changes in the global financial services market. Countries with historically strong currencies are contemplating the introduction of CBDC not only as a reaction to the emergence of private cryptocurrencies, but also as a proactive measure to preserve their monetary influence and economic power in the digital age. In addition, CBDC have the potential to bridge the financial services gap, especially in regions where traditional banking and financial systems cannot reach. The author concluded that its decentralized nature, global accessibility, transparency and high transaction efficiency make it a potentially attractive alternative in the global financial market. В данной статье проводится анализ процессов внедрения национальных цифровых валют на примере России и ряда зарубежных стран. Автором рассматриваются ключевые этапы создания цифровых валют, их технологическая основа, правовые и экономические аспекты, динамика и особенности внедрения цифровых валют в разных странах, выделены общие тенденции и национальные особенности. Разработка собственной цифровой валюты и внедрение CBDC странами свидетельствует о признании изменений на мировом рынке финансовых услуг. Страны с исторически сильными валютами рассматривают возможность введения CBDC не только как реакцию на появление частных криптовалют, но и как упреждающую меру для сохранения своего денежного влияния и экономической мощи в цифровую эпоху. Кроме того, CBDC обладают потенциалом для преодоления разрыва в сфере финансовых услуг, особенно в регионах, куда традиционные банковские и финансовые системы не могут добраться. Автор пришел к выводу, что децентрализованный характер, глобальная доступность, прозрачность и высокая эффективность транзакций делают ее потенциально привлекательной альтернативой на глобальном финансовом рынке.     In the conditions of digital transformation, the possibilities of providing sustainable development of industrial enterprises are closely connected with their technological upgrade. The objective of the study is to identify the achieved results of digital transformation and technological development of industrial enterprises in Russia, to find methods to improve the management of sustainable development of industrial enterprises in order to maximise the benefit from the use of digital solutions. The study shows the projections of sustainable development of enterprises in digital economy, the tendencies of use of digital technologies in Russian organisations are determined based on the results of statistical analysis, the process approach for managing sustainable development of industrial enterprises in combination with the ecosystem model for building relationships with partners is suggested. В условиях цифровой трансформации возможности обеспечения устойчивого развития промышленных предприятий тесно связаны с их технологическим обновлением. Целью исследования является выявление достигнутых результатов цифровой трансформации и технологического развития промышленных предприятий России, поиск путей совершенствования управления устойчивым развитием на промышленных предприятиях с тем, чтобы максимизировать полезный эффект от использования цифровых решений. В ходе исследования показаны проекции устойчивого развития предприятий в цифровой экономике, на основе статистического анализа определены тенденции использования цифровых технологий в организациях России, предложен процессный подход для управления устойчивым развитием промышленных предприятий в сочетании с моделью экосистемы для выстраивания взаимоотношений с партнерами.

    В работе исследуются изменения качества российского высшего образования за последние три года сквозь призму мнения преподавателя как одного из ключевых акторов образовательного процесса. В фокусе исследования – основные факторы влияния на качество высшего образования и характер изменений образовательной среды в постпандемию, в частности, за счет применения цифровых решений. В статье представлены первичные (общие) результатыонлайн-опроса преподавателей российских университетов относительно триггеров изменения качества вузовского образования, эффективности учебной и педагогической деятельности в цифровой среде, а также точек внимания в обеспечении качества высшего образования. Результаты исследования подтверждают существенные изменения в высшем образовании за исследуемый период, особенно в части применяемых педагогических практик, форматов занятий, используемых средств обучения и педагогической деятельности в целом, что составляет основу изменений качества образования. Авторы работы заключают, что глобальные, институциональные и личные факторывлияния высшего образования оказывают разнонаправленное воздействие на его качество и в результате формируют у преподавателей вузов разный опыт и восприятие динамики развития с учетом разных уровнях вовлеченности преподавателей в систему оценки качества образования в своих вузах. Позиционируя себя в качестве ключевых субъектов в обеспечении качества образования, преподаватели в качестве основных барьеров развития собственной эффективности выделяют объем учебной нагрузки и необходимость выполнения дополнительных внеучебных функций. Статья адресована руководителям образовательных программ, руководству вузов и организаций, ответственных за обеспечение и оценку качества высшего образования перед органами исполнительной власти, а также исследователям и интересантам российской высшей школы. The article considers last three years' changes of higher education quality from the perspective of university teachers as key actors of an educational process. The study focuses on the main factors infl uencing the quality of higher education and the nature of changes in the post-pandemic educational environment, in particular, through the use of digital solutions. The authors deliver primary (general) results of Russian university teachers' poll regarding the triggers for changing the quality of higher education, the eff ectiveness of educational and pedagogical activities in the digital environment, as well as points to be paid attention at in ensuring the quality of higher education. The results of the poll show signifi cant changes in higher education over the period studied, especially in applied teaching practices and in lesson formats, these shifts contributing to the change of education quality in general. Global, institutional, and individual infl uencing factors together give multidirectional impact on the quality of education, thus forming diff erent experiences and perceptions of higher education quality dynamics. University teachers, however, are quite diff erently engaged in the university education quality assessment. Due to understanding themselves as key stakeholders in education quality assurance, university teachers identify their course load and additional non-curricular functions as the main barriers in developing their own eff ectiveness. The article is addressed to heads of academic programs and educational institutions, to executive authorities responsible for quality assurance and assessment in higher education, as well as to the representatives of research community in Russian higher education.

  • The conducted research allows to conclude that the operation of Internet courts represents the existence of an electronic platform that guarantees feedback to the parties to the dispute and is available around the clock. It is possible to communicate with the court from a computer, laptop, tablet or phone from anywhere. The possible intensive robotization of judicial activity should be carried out in parallel with the legal, regulatory and technical support of this process. If the automation of court proceedings and typical decision-answers on serial disputes is a familiar mechanism nowadays, the transfer of decision-making on a complex case requiring a creative professional approach involving the evaluation of emotions, evaluative concepts, legal principles, understanding of the meaning of what is happening and the law to artificial intelligence is a task of the future. Petitions and first drafts of court decisions are created automatically. Of course, an online trial requires the consent of the parties and the complexity of the case must be taken into account. Проведенное исследование позволяет сделать вывод, что работа интернет-судов представляет собой наличие электронной платформы, гарантирующей обратную связь сторонам спора и доступной круглосуточно. Связь с судом возможно осуществлять с компьютера, ноутбука, планшета или телефона, находясь в любом месте. Возможная интенсивная роботизация судебной деятельности должна осуществляться параллельно с нормативно-правовым и нормативно-техническим обеспечением этого процесса. Если автоматизация судебного делопроизводства и типичные решения-ответы по серийным спорам – это привычный механизм уже сейчас, то передача принятия решения по сложному делу, требующему творческого профессионального подхода, предполагающего оценку эмоций, оценочных понятий, правовых принципов, понимания смысла и происходящего и права, искусственному интеллекту – это задача будущего. Ходатайства и первые проекты судебных решений создаются автоматически.   • The article examines the topic of digitalization of the economy in the context of the industrial revolution and its impact on the progress of society. The authors analyse the current state of digital transformation and its potential to change the economic sphere. They propose to look at digital technologies as a tool for improving productivity, creating new business models and increasing the competitiveness of enterprises.     Over 2012–2022, there were changes in the composition of the number of employees and revenue to the type of economic activity «Agriculture, forestry, hunting, fishing and fish farming» in the context of the regions of the Central and Far Eastern federal districts. There were also changes in the structure of the analyzed indicators. Assessment of structural shifts in the Central Federal District and the Far Eastern Federal District indicate the presence of both negative and positive ones. The assessment using the integral indicator made it possible to indicate the presence of insignificant structural differences in the number of employees and very significant structural differences in revenue for the analyzed type of economic activity. The noted changes led to the improvement in the industrial index of labor productivity and, as a result, the presence of a positive shifting effect due to changes in the structures of the number of employees and revenue in the Central Federal District and the Far Eastern Federal District in 2017–2022. За 2012–2022 годы происходили изменения в составе численности работников и выручки виду экономической деятельности «Сельское, лесное хозяйство, охота, рыболовство и рыбоводство» в разрезе регионов Центрального и Дальневосточного федеральных округов. Также происходили изменения в структуре анализируемых показателей. Оценка структурных сдвигов в ЦФО и ДФО свидетельствуют о наличии как отрицательных, так и положительных. Оценка с помощью интегрального показателя позволила свидетельствовать о наличии несущественных структурных различий в численности работников и весьма существенных структурных различиях в выручке по анализируемому виду экономической деятельности. Отмеченные изменения обусловили улучшение отраслевого индекса производительности труда и как следствие наличие положительного эффекта сдвига за счет изменения структур численности работников и выручки в ЦФО и ДФО в 2017–2022 годах.
