    Este documento analiza las competencias financieras de las empresas españolas de menos de 50 trabajadores (pequeñas empresas) a partir de una encuesta elaborada por el Banco de España entre marzo y mayo de 2021, que se engloba dentro de un proyecto desarrollado por la Organización para la Cooperación y el Desarrollo Económicos (OCDE): International Network on Financial Education (OCDE/INFE). La encuesta incluye una serie de preguntas con el objetivo de medir las competencias financieras de las empresas (conocimientos, actitudes y comportamientos financieros), así como la tenencia de instrumentos financieros, el impacto de la crisis del COVID-19 sobre su actividad o el nivel de digitalización de la empresa. Estas preguntas deben de ser contestadas por el propietario de la empresa, siempre que tome alguna decisión financiera en relación con aquella. Los principales resultados de la encuesta apuntan a que, en general, en España los propietarios de las empresas con menos de 20 trabajadores y las empresas de servicios de alojamiento y hostelería, construcción y otros servicios personales (grupo heterogéneo de ramas, que incluiría empresas de educación, reparaciones o lavandería, entre otras) presentan unos conocimientos financieros bajos en comparación con las empresas de entre 20 y 49 trabajadores y con las del resto de los sectores. En cuanto a las actitudes financieras, los propietarios de las empresas de más de 10 trabajadores presentan una mayor tendencia a establecer objetivos financieros a largo plazo respecto a los propietarios de empresas de menos de 10 trabajadores. Algunos comportamientos financieros están menos generalizados en las empresas de menor tamaño (y especialmente en las de menos de 5 trabajadores), como, por ejemplo, disponer de estrategias en caso de robo y considerar opciones de distintos proveedores de productos o de servicios financieros. Finalmente, las pequeñas empresas españolas, independientemente de su tamaño, sobresalen por el bajo porcentaje de propietarios que han pensado en la financiación de su jubilación. El uso de los instrumentos de capital y de otras formas de financiación más recientes como los bonos sostenibles, los business angels o la financiación participativa) es marginal en las pequeñas empresas españolas. Asimismo, es limitado en estas empresas el empleo del seguro de daños materiales, y principalmente del de interrupción de negocio. No se observan diferencias importantes en los conocimientos, actitudes y comportamientos financieros según el género del propietario de la empresa. Además, en general, las competencias financieras medias en las pequeñas empresas mejoran con el nivel educativo tan solo si el propietario tiene formación concreta en temas relacionados con la empresa, la economía o las finanzas. Otras características que se asocian positivamente con las capacidades financieras, independientemente del nivel educativo, son disponer de 10 años de experiencia empresarial o tener un progenitor empresario. El impacto de la crisis del COVID-19 en el nivel de facturación, en los beneficios y en la deuda fue bastante similar en empresas con distintos grados de competencias financieras. Sin embargo, los efectos negativos en el empleo y en la liquidez fueron algo menores para los cuartiles más altos de competencias financieras de los propietarios. Adicionalmente, mayores conocimientos financieros estuvieron asociados a una probabilidad superior de solicitar y de obtener un nuevo préstamo o de beneficiarse de un aval público. Las empresas con menores conocimientos financieros sí utilizaron en mayor medida transferencias de renta, así como moratorias de alquiler. Finalmente, existe una relación positiva entre competencias financieras y mayor nivel de digitalización en la empresa con anterioridad a la pandemia. Sin embargo, no existe correlación de competencias financieras y un incremento de las actividades digitales tras el COVID-19. This paper analyses the financial competencies of Spanish enterprises with fewer than 50 employees (small enterprises) based on a survey conducted by the Banco de España between March and May 2021 as part of a project launched by the OECD (International Network on Financial Education, OECD/INFE). The survey includes a series of questions aimed at measuring firms’ financial competencies (financial knowledge, attitudes and behaviour) and the financial instruments held by them, the impact of the COVID-19 crisis on their activity and their level of digitalisation. It is the owners of the firms who should answer these questions insofar as it is they who make financial decisions in relation to their firm. The main results of the survey suggest that, in Spain, owners of enterprises with fewer than 20 employees have little financial knowledge compared with those of enterprises with between 20 and 49 employees. The same is true of firms in the accommodation and food service activities, construction and other personal service sectors (a heterogeneous group of sectors which would include firms in education, repairs or laundry services, among others) compared with firms in other sectors. In terms of financial attitudes, owners of firms with more than ten employees have a greater tendency to set long-term financial goals than owners of firms with fewer than ten employees. Some financial behaviours (such as having strategies in place in the event of theft or considering different options for their financial product and service providers) are less widespread among smaller firms, especially those with fewer than five employees. Lastly, the percentage of Spanish small enterprises, regardless of size, whose owners have thought about how to finance their retirement is remarkably low. The use of capital instruments and other more recent types of financing (such as sustainable bonds, business angels or crowdfunding) is marginal in small Spanish enterprises. Likewise, the use of property and, particularly, business interruption insurance is limited among these firms. There are no discernible, significant differences in financial knowledge, attitudes and behaviours in terms of the gender of the business owner. Also, in general, the average financial competencies in small enterprises improve with the level of educational attainment only if the owner has specific training in business, economics or finance. Other characteristics positively associated with financial competencies, irrespective of educational attainment, are having ten years of entrepreneurial experience or having an entrepreneur for a parent. The impact of the COVID-19 crisis on the level of turnover, profits and debt was quite similar for firms with different degrees of financial competencies. However, the negative impact on employment and liquidity was somewhat lower for the higher quartiles of owners’ financial competencies. Additionally, higher financial knowledge was associated with being more likely to apply for and obtain a new loan or benefit from a public guarantee. Firms with less financial knowledge did make greater use of income transfers and rental moratoria. Lastly, there is a positive correlation between financial competencies and a higher level of digitalisation in the firm pre-pandemic. However, there is no such correlation between financial competencies and digital activities following COVID-19.

    Este trabajo proporciona una visión acerca del posicionamiento relativo de los distintos sectores de actividad ante los principales retos que afronta la economía española. Por un lado, ante el desafío de impulsar el crecimiento a medio plazo, se examinan las perspectivas de evolución de la productividad por ramas, analizando el capital humano y tecnológico y las dinámicas empresariales dentro de cada sector. Por otro lado, se clasifican los sectores según la resiliencia frente a las diferentes transformaciones estructurales que han de afrontar las principales economías, como la tecnológica y digital, la transición energética y el envejecimiento poblacional. Para ello, se ha resumido la información procedente de un conjunto muy amplio de indicadores sectoriales, lo que permite clasificar las ramas productivas según el grado relativo de exposición frente a cada uno de estos retos. Los servicios de actividades profesionales, científicas y técnicas, información y comunicaciones, y actividades financieras y de seguros, así como la fabricación de maquinaria, productos informáticos, electrónicos y ópticos y la de productos farmacéuticos, se encuentran bien posicionados en términos tanto de productividad como de resiliencia, pero se trata de sectores, en general, con una reducida dimensión en la economía española. Por el contrario, la hostelería, el sector primario y los servicios de transporte presentan las mayores vulnerabilidades en las dimensiones analizadas. This paper studies the relative position of various sectors of activity in the face of the main structural challenges for the Spanish economy. First, as regards the challenge of boosting medium-term growth, we review the sectoral developments on the productivity side, analysing human and technological capital and business dynamics within each sector. Second, the sectors are classified on the basis of their resilience to the different structural transformations currently in the pipeline for the main economies, such as technological and digital transformation, energy transition and population ageing. To this end, the information from a very broad set of sectoral indicators has been summarised in a narrow set of composite indicators in order to classify the productive sectors according to the relative degree of exposure to each of these challenges. Our results show that services relating to professional, scientific and technical activities, information and communication, and financial and insurance activities, as well as the manufacture of machinery, computer, electronics and pharmaceutical products, are well placed in terms of both productivity and resilience. However, in general these sectors have little weight in the Spanish economy. By contrast, accommodation and food service activities, the primary sector and transport services are the most vulnerable in the dimensions analysed.

    This work studies the relative positioning of the different sectors of activity in the face of the main challenges facing the Spanish economy. On the one hand, regarding obstacles for boosting medium-term growth, the prospects for the evolution of total productivity are examined by analyzing human and technological capital and business dynamics within each sector. On the other hand, the sectors are classified according to their resilience to the different structural transformations that are currently in the pipeline, such as technological and digital changes, the climate-related energy transition and population ageing. To this end, the information from a broad set of sectoral indicators has been summarized into a narrow set of composite indicators to classify the productive branches according to the relative degree of exposure to each of these challenges. Our results show that professional, scientific and technical activities, information and communications, and financial and insurance services, as well as the manufacture of machinery, computer, electronic and optical products and that of pharmaceutical products are well positioned in terms of both productivity and resilience indicators. However, all these sectors have a relatively small weight in the Spanish economy, in particular, when compared with other advanced economies. On the contrary, the accommodation and food service activities, the primary sector and transport services present the worst overall performance in the dimensions analyzed. Este trabajo proporciona una visión acerca del posicionamiento relativo de los distintos sectores de actividad ante los principales retos que afronta la economía española. Some financial behaviours (such as having strategies in place in the event of theft or considering different options for their financial product and service providers) are less widespread among smaller firms, especially those with fewer than five employees. Lastly, the percentage of Spanish small enterprises, regardless of size, whose owners have thought about how to finance their retirement is remarkably low. The use of capital instruments and other more recent types of financing (such as sustainable bonds, business angels or crowdfunding) is marginal in small Spanish enterprises. Likewise, the use of property and, particularly, business interruption insurance is limited among these firms. There are no discernible, significant differences in financial knowledge, attitudes and behaviours in terms of the gender of the business owner. Also, in general, the average financial competencies in small enterprises improve with the level of educational attainment only if the owner has specific training in business, economics or finance. Other characteristics positively associated with financial competencies, irrespective of educational attainment, are having ten years of entrepreneurial experience or having an entrepreneur for a parent. The impact of the COVID-19 crisis on the level of turnover, profits and debt was quite similar for firms with different degrees of financial competencies. However, the negative impact on employment and liquidity was somewhat lower for the higher quartiles of owners’ financial competencies. Additionally, higher financial knowledge was associated with being more likely to apply for and obtain a new loan or benefit from a public guarantee. Firms with less financial knowledge did make greater use of income transfers and rental moratoria. Lastly, there is a positive correlation between financial competencies and a higher level of digitalisation in the firm pre-pandemic. However, there is no such correlation between financial competencies and digital activities following COVID-19.

    Una vez superada la etapa más aguda de la crisis del Covid-19, que ha supuesto una respuesta inmediata y contundente de la política económica, el gobernador plantea las medidas económicas prioritarias en la fase siguiente a la hibernación y la puesta en marcha, de manera urgente, de una estrategia ambiciosa, integral, permanente y evaluable de reformas estructurales y de consolidación fiscal. En esta segunda fase de reactivación paulatina, la respuesta de la política económica, para sentar las bases de un crecimiento sostenible y equilibrado, tiene que combinar dos objetivos: apoyar la recuperación y facilitar el ajuste estructural. Y, en ese escenario, la sostenibilidad de las finanzas públicas debe estar garantizada. Para potenciar la credibilidad y efectividad de esta respuesta inicial y de toda la estrategia de reformas: i) la expansión fiscal en el corto plazo debe presentarse acompañada de un plan de saneamiento de las cuentas públicas en el medio plazo, que procederá cuando la economía recupere una senda de crecimiento sólido; ii) las reformas estructurales deben acelerarse, para generar efectos positivos a muy corto plazo sobre las decisiones de gasto, inversión y contratación; iii) el consenso político debe garantizar la permanencia de la estrategia durante varias legislaturas. En el corto plazo, las políticas de apoyo a la recuperación deberán acomodarse a la evolución de la situación sanitaria y la coyuntura económica. Ello supondrá mantener medidas monetarias y financieras orientadas a preservar el acceso adecuado a la financiación, extender y recalibrar el sostenimiento de rentas y expedientes de regulación temporal de empleo, nuevas medidas, como políticas activas de empleo y de formación de los desempleados y mejores procedimientos de reestructuración e insolvencia empresarial, y un impulso fiscal a la reestructuración del tejido productivo a través de la inversión en capital tecnológico, educación y formación. En el medio plazo, los principales desafíos de la economía española inspiran la agenda de reformas estructurales que debe aumentar nuestro crecimiento potencial en el escenario de los próximos años. The COVID-19 crisis has elicited an immediate and forceful economic policy response. With the height of the crisis behind us, the Governor has set out priority economic measures for the post-lockdown phase. He calls for the urgent launch of an ambitious, comprehensive, permanent and assessable strategy of structural reforms and fiscal consolidation. In this second, gradual-recovery phase, laying the foundations for sustainable and balanced growth will involve the economic policy response combining two objectives: to support the recovery and to provide for structural adjustment. And, in this scenario, public finances sustainability must be ensured. Three elements are needed to boost the credibility and effectiveness of this initial response and of the entire reform strategy. First, the fiscal expansion in the short term should go hand-in-hand with a plan to restore health to public finances in the medium term, once the economy resumes a sound growth path. Second, structural reforms should be expedited so they positively affect spending, investment and hiring decisions in the very short term. And third, political consensus must ensure the durability of the strategy over several legislatures. In the short run, the policies supporting the recovery should be attuned to the health situation and economic circumstances. That will involve maintaining monetary and financial measures geared to preserving appropriate access to financing. It will further entail extending and recalibrating income support and furlough schemes. New measures will also be needed, namely: active labour market and training policies for the unemployed; enhanced business restructuring and insolvency procedures; and a fiscal impulse for the restructuring of the productive system through investment in technological capital, education and training. In the medium term, the Spanish economy’s main challenges will determine the structural reform agenda needed to increase our potential growth over the coming years. The paper details the measures on this agenda in response to each of the challenges identified: i) to improve productivity dynamics (promotion of business dynamics and growth, increased sectoral competition, enhanced human capital and an increase in technological capital); ii) to reduce unemployment and job insecurity (with a lower temporary employment ratio and active labour market policies); iii) to address population ageing (pensions system reform); iv) to bolster inclusion policies (minimum living income and housing affordability); v) to smooth the transition to a more sustainable economy (via fiscal policy and the financial system); vi) to maintain a healthy financial sector; vii) to tackle new challenges (globalisation and digitalisation); viii) to drive forward European governance reform (an appropriate European recovery fund, headway in the fiscal union, Stability and Growth Pact reform, completion of the Banking Union and a genuine Capital Markets Union); and ix) to ensure the sustainability of public finances (an ambitious multi-year fiscal consolidation programme).

    Este documento analiza las competencias financieras de las empresas españolas de menos de 50 trabajadores (pequeñas empresas) a partir de una encuesta elaborada por el Banco de España entre marzo y mayo de 2021, que se engloba dentro de un proyecto desarrollado por la Organización para la Cooperación y el Desarrollo Económicos (OCDE): International Network on Financial Education (OCDE/INFE). La encuesta incluye una serie de preguntas con el objetivo de medir las competencias financieras de las empresas (conocimientos, actitudes y comportamientos financieros), así como la tenencia de instrumentos financieros, el impacto de la crisis del COVID-19 sobre su actividad o el nivel de digitalización de la empresa. Estas preguntas deben de ser contestadas por el propietario de la empresa, siempre que tome alguna decisión financiera en relación con aquella. Los principales resultados de la encuesta apuntan a que, en general, en España los propietarios de las empresas con menos de 20 trabajadores y las empresas de servicios de alojamiento y hostelería, construcción y otros servicios personales (grupo heterogéneo de ramas, que incluiría empresas de educación, reparaciones o lavandería, entre otras) presentan unos conocimientos financieros bajos en comparación con las empresas de entre 20 y 49 trabajadores y con las del resto de los sectores. En cuanto a las actitudes financieras, los propietarios de las empresas de más de 10 trabajadores presentan una mayor tendencia a establecer objetivos financieros a largo plazo respecto a los propietarios de empresas de menos de 10 trabajadores. Algunos comportamientos financieros están menos generalizados en las empresas de menor tamaño (y especialmente en las de menos de 5 trabajadores), como, por ejemplo, disponer de estrategias en caso de robo y considerar opciones de distintos proveedores de productos o de servicios financieros. Finalmente, las pequeñas empresas españolas, independientemente de su tamaño, sobresalen por el bajo porcentaje de propietarios que han pensado en la financiación de su jubilación. El uso de los instrumentos de capital y de otras formas de financiación más recientes como los bonos sostenibles, los business angels o la financiación participativa) es marginal en las pequeñas empresas españolas. Asimismo, es limitado en estas empresas el empleo del seguro de daños materiales, y principalmente del de interrupción de negocio. No se observan diferencias importantes en los conocimientos, actitudes y comportamientos financieros según el género del propietario de la empresa. Además, en general, las competencias financieras medias en las pequeñas empresas mejoran con el nivel educativo tan solo si el propietario tiene formación concreta en temas relacionados con la empresa, la economía o las finanzas. Otras características que se asocian positivamente con las capacidades financieras, independientemente del nivel educativo, son disponer de 10 años de experiencia empresarial o tener un progenitor empresario. El impacto de la crisis del COVID-19 en el nivel de facturación, en los beneficios y en la deuda fue bastante similar en empresas con distintos grados de competencias financieras. Sin embargo, los efectos negativos en el empleo y en la liquidez fueron algo menores para los cuartiles más altos de competencias financieras de los propietarios. Adicionalmente, mayores conocimientos financieros estuvieron asociados a una probabilidad superior de solicitar y de obtener un nuevo préstamo o de beneficiarse de un aval público. Las empresas con menores conocimientos financieros sí utilizaron en mayor medida transferencias de renta, así como moratorias de alquiler. Finalmente, existe una relación positiva entre competencias financieras y mayor nivel de digitalización en la empresa con anterioridad a la pandemia. Sin embargo, no existe correlación de competencias financieras y un incremento de las actividades digitales tras el COVID-19. This paper analyses the financial competencies of Spanish enterprises with fewer than 50 employees (small enterprises) based on a survey conducted by the Banco de España between March and May 2021 as part of a project launched by the OECD (International Network on Financial Education, OECD/INFE). The survey includes a series of questions aimed at measuring firms’ financial competencies (financial knowledge, attitudes and behaviour) and the financial instruments held by them, the impact of the COVID-19 crisis on their activity and their level of digitalisation. It is the owners of the firms who should answer these questions insofar as it is they who make financial decisions in relation to their firm. The main results of the survey suggest that, in Spain, owners of enterprises with fewer than 20 employees have little financial knowledge compared with those of enterprises with between 20 and 49 employees. The same is true of firms in the accommodation and food service activities, construction and other personal service sectors (a heterogeneous group of sectors which would include firms in education, repairs or laundry services, among others) compared with firms in other sectors. In terms of financial attitudes, owners of firms with more than ten employees have a greater tendency to set long-term financial goals than owners of firms with fewer than ten employees. Some financial behaviours (such as having strategies in place in the event of theft or considering different options for their financial product and service providers) are less widespread among smaller firms, especially those with fewer than five employees. Lastly, the percentage of Spanish small enterprises, regardless of size, whose owners have thought about how to finance their retirement is remarkably low. The use of capital instruments and other more recent types of financing (such as sustainable bonds, business angels or crowdfunding) is marginal in small Spanish enterprises. Likewise, the use of property and, particularly, business interruption insurance is limited among these firms. There are no discernible, significant differences in financial knowledge, attitudes and behaviours in terms of the gender of the business owner. Also, in general, the average financial competencies in small enterprises improve with the level of educational attainment only if the owner has specific training in business, economics or finance. Other characteristics positively associated with financial competencies, irrespective of educational attainment, are having ten years of entrepreneurial experience or having an entrepreneur for a parent. The impact of the COVID-19 crisis on the level of turnover, profits and debt was quite similar for firms with different degrees of financial competencies. However, the negative impact on employment and liquidity was somewhat lower for the higher quartiles of owners’ financial competencies. Additionally, higher financial knowledge was associated with being more likely to apply for and obtain a new loan or benefit from a public guarantee. Firms with less financial knowledge did make greater use of income transfers and rental moratoria. Lastly, there is a positive correlation between financial competencies and a higher level of digitalisation in the firm pre-pandemic. However, there is no such correlation between financial competencies and digital activities following COVID-19.

    Este trabajo proporciona una visión acerca del posicionamiento relativo de los distintos sectores de actividad ante los principales retos que afronta la economía española. Por un lado, ante el desafío de impulsar el crecimiento a medio plazo, se examinan las perspectivas de evolución de la productividad por ramas, analizando el capital humano y tecnológico y las dinámicas empresariales dentro de cada sector. Por otro lado, se clasifican los sectores según la resiliencia frente a las diferentes transformaciones estructurales que han de afrontar las principales economías, como la tecnológica y digital, la transición energética y el envejecimiento poblacional. Para ello, se ha resumido la información procedente de un conjunto muy amplio de indicadores sectoriales, lo que permite clasificar las ramas productivas según el grado relativo de exposición frente a cada uno de estos retos. Los servicios de actividades profesionales, científicas y técnicas, información y comunicaciones, y actividades financieras y de seguros, así como la fabricación de maquinaria, productos informáticos, electrónicos y ópticos y la de productos farmacéuticos, se encuentran bien posicionados en términos tanto de productividad como de resiliencia, pero se trata de sectores, en general, con una reducida dimensión en la economía española. Por el contrario, la hostelería, el sector primario y los servicios de transporte presentan las mayores vulnerabilidades en las dimensiones analizadas. This paper studies the relative position of various sectors of activity in the face of the main structural challenges for the Spanish economy. First, as regards the challenge of boosting medium-term growth, we review the sectoral developments on the productivity side, analysing human and technological capital and business dynamics within each sector. Second, the sectors are classified on the basis of their resilience to the different structural transformations currently in the pipeline for the main economies, such as technological and digital transformation, energy transition and population ageing. To this end, the information from a very broad set of sectoral indicators has been summarised in a narrow set of composite indicators in order to classify the productive sectors according to the relative degree of exposure to each of these challenges. Our results show that services relating to professional, scientific and technical activities, information and communication, and financial and insurance activities, as well as the manufacture of machinery, computer, electronics and pharmaceutical products, are well placed in terms of both productivity and resilience. However, in general these sectors have little weight in the Spanish economy. By contrast, accommodation and food service activities, the primary sector and transport services are the most vulnerable in the dimensions analysed.

    This work studies the relative positioning of the different sectors of activity in the face of the main challenges facing the Spanish economy. On the one hand, regarding obstacles for boosting medium-term growth, the prospects for the evolution of total productivity are examined by analyzing human and technological capital and business dynamics within each sector. On the other hand, the sectors are classified according to their resilience to the different structural transformations that are currently in the pipeline, such as technological and digital changes, the climate-related energy transition and population ageing. To this end, the information from a broad set of sectoral indicators has been summarized into a narrow set of composite indicators to classify the productive branches according to the relative degree of exposure to each of these challenges. Our results show that professional, scientific and technical activities, information and communications, and financial and insurance services, as well as the manufacture of machinery, computer, electronic and optical products and that of pharmaceutical products are well positioned in terms of both productivity and resilience indicators. However, all these sectors have a relatively small weight in the Spanish economy, in particular, when compared with other advanced economies. On the contrary, the accommodation and food service activities, the primary sector and transport services present the worst overall performance in the dimensions analyzed.     Este documento analiza las competencias financieras de las empresas españolas de menos de 50 trabajadores (pequeñas empresas) a partir de una encuesta elaborada por el Banco de España entre marzo y mayo de 2021, que se engloba dentro de un proyecto desarrollado por la Organización para la Cooperación y el Desarrollo Económicos (OCDE): International Network on Financial Education (OCDE/INFE). La encuesta incluye una serie de preguntas con el objetivo de medir las competencias financieras de las empresas (conocimientos, actitudes y comportamientos financieros), así como la tenencia de instrumentos financieros, el impacto de la crisis del COVID-19 sobre su actividad o el nivel de digitalización de la empresa. Estas preguntas deben de ser contestadas por el propietario de la empresa, siempre que tome alguna decisión financiera en relación con aquella. Los principales resultados de la encuesta apuntan a que, en general, en España los propietarios de las empresas con menos de 20 trabajadores y las empresas de servicios de alojamiento y hostelería, construcción y otros servicios personales (grupo heterogéneo de ramas, que incluiría empresas de educación, reparaciones o lavandería, entre otras) presentan unos conocimientos financieros bajos en comparación con las empresas de entre 20 y 49 trabajadores y con las del resto de los sectores. En cuanto a las actitudes financieras, los propietarios de las empresas de más de 10 trabajadores presentan una mayor tendencia a establecer objetivos financieros a largo plazo respecto a los propietarios de empresas de menos de 10 trabajadores. Algunos comportamientos financieros están menos generalizados en las empresas de menor tamaño (y especialmente en las de menos de 5 trabajadores), como, por ejemplo, disponer de estrategias en caso de robo y considerar opciones de distintos proveedores de productos o de servicios financieros. Finalmente, las pequeñas empresas españolas, independientemente de su tamaño, sobresalen por el bajo porcentaje de propietarios que han pensado en la financiación de su jubilación. El uso de los instrumentos de capital y de otras formas de financiación más recientes como los bonos sostenibles, los business angels o la financiación participativa) es marginal en las pequeñas empresas españolas. Asimismo, es limitado en estas empresas el empleo del seguro de daños materiales, y principalmente del de interrupción de negocio. No se observan diferencias importantes en los conocimientos, actitudes y comportamientos financieros según el género del propietario de la empresa. Además, en general, las competencias financieras medias en las pequeñas empresas mejoran con el nivel educativo tan solo si el propietario tiene formación concreta en temas relacionados con la empresa, la economía o las finanzas. Otras características que se asocian positivamente con las capacidades financieras, independientemente del nivel educativo, son disponer de 10 años de experiencia empresarial o tener un progenitor empresario. El impacto de la crisis del COVID-19 en el nivel de facturación, en los beneficios y en la deuda fue bastante similar en empresas con distintos grados de competencias financieras. Sin embargo, los efectos negativos en el empleo y en la liquidez fueron algo menores para los cuartiles más altos de competencias financieras de los propietarios. Adicionalmente, mayores conocimientos financieros estuvieron asociados a una probabilidad superior de solicitar y de obtener un nuevo préstamo o de beneficiarse de un aval público. Las empresas con menores conocimientos financieros sí utilizaron en mayor medida transferencias de renta, así como moratorias de alquiler. Finalmente, existe una relación positiva entre competencias financieras y mayor nivel de digitalización en la empresa con anterioridad a la pandemia.     Una vez superada la etapa más aguda de la crisis del Covid-19, que ha supuesto una respuesta inmediata y contundente de la política económica, el gobernador plantea las medidas económicas prioritarias en la fase siguiente a la hibernación y la puesta en marcha, de manera urgente, de una estrategia ambiciosa, integral, permanente y evaluable de reformas estructurales y de consolidación fiscal. En esta segunda fase de reactivación paulatina, la respuesta de la política económica, para sentar las bases de un crecimiento sostenible y equilibrado, tiene que combinar dos objetivos: apoyar la recuperación y facilitar el ajuste estructural. Y, en ese escenario, la sostenibilidad de las finanzas públicas debe estar garantizada. Para potenciar la credibilidad y efectividad de esta respuesta inicial y de toda la estrategia de reformas: i) la expansión fiscal en el corto plazo debe presentarse acompañada de un plan de saneamiento de las cuentas públicas en el medio plazo, que procederá cuando la economía recupere una senda de crecimiento sólido; ii) las reformas estructurales deben acelerarse, para generar efectos positivos a muy corto plazo sobre las decisiones de gasto, inversión y contratación; iii) el consenso político debe garantizar la permanencia de la estrategia durante varias legislaturas. En el corto plazo, las políticas de apoyo a la recuperación deberán acomodarse a la evolución de la situación sanitaria y la coyuntura económica. Ello supondrá mantener medidas monetarias y financieras orientadas a preservar el acceso adecuado a la financiación, extender y recalibrar el sostenimiento de rentas y expedientes de regulación temporal de empleo, nuevas medidas, como políticas activas de empleo y de formación de los desempleados y mejores procedimientos de reestructuración e insolvencia empresarial, y un impulso fiscal a la reestructuración del tejido productivo a través de la inversión en capital tecnológico, educación y formación. En el medio plazo, los principales desafíos de la economía española inspiran la agenda de reformas estructurales que debe aumentar nuestro crecimiento potencial en el escenario de los próximos años. En el texto se detallan las medidas contenidas en esta agenda en respuesta a cada uno de los retos identificados: i) mejorar la dinámica de la productividad (fomento de la dinámica y el crecimiento empresarial, aumento del grado de competencia sectorial; mejora del capital humano e incremento del capital tecnológico); ii) reducir el desempleo y la precariedad del empleo (con menor temporalidad y políticas activas de empleo); iii) afrontar el reto del envejecimiento poblacional (reformas del sistema de pensiones); iv) reforzar las políticas de inclusión (ingreso mínimo vital y acceso a la vivienda); v) favorecer la transición hacia una economía más sostenible (desde la política fiscal y el sistema financiero); vi) mantener un sector financiero saneado; vii) afrontar los nuevos retos (globalización y digitalización); viii) impulsar la reforma de la gobernanza europea (un fondo de recuperación europeo adecuado, avances en la unión fiscal, reforma del Pacto de Estabilidad y Crecimiento, culminación de la Unión Bancaria y una verdadera Unión de Mercados de Capitales); ix) garantizar la sostenibilidad de las cuentas públicas (un ambicioso programa de consolidación fiscal plurianual). With the height of the crisis behind us, the Governor has set out priority economic measures for the post-lockdown phase. He calls for the urgent launch of an ambitious, comprehensive, permanent and assessable strategy of structural reforms and fiscal consolidation. In this second, gradual-recovery phase, laying the foundations for sustainable and balanced growth will involve the economic policy response combining two objectives: to support the recovery and to provide for structural adjustment. And, in this scenario, public finances sustainability must be ensured. Three elements are needed to boost the credibility and effectiveness of this initial response and of the entire reform strategy. First, the fiscal expansion in the short term should go hand-in-hand with a plan to restore health to public finances in the medium term, once the economy resumes a sound growth path. Second, structural reforms should be expedited so they positively affect spending, investment and hiring decisions in the very short term. And third, political consensus must ensure the durability of the strategy over several legislatures. In the short run, the policies supporting the recovery should be attuned to the health situation and economic circumstances. That will involve maintaining monetary and financial measures geared to preserving appropriate access to financing. It will further entail extending and recalibrating income support and furlough schemes. New measures will also be needed, namely: active labour market and training policies for the unemployed; enhanced business restructuring and insolvency procedures; and a fiscal impulse for the restructuring of the productive system through investment in technological capital, education and training. In the medium term, the Spanish economy’s main challenges will determine the structural reform agenda needed to increase our potential growth over the coming years. The paper details the measures on this agenda in response to each of the challenges identified: i) to improve productivity dynamics (promotion of business dynamics and growth, increased sectoral competition, enhanced human capital and an increase in technological capital); ii) to reduce unemployment and job insecurity (with a lower temporary employment ratio and active labour market policies); iii) to address population ageing (pensions system reform); iv) to bolster inclusion policies (minimum living income and housing affordability); v) to smooth the transition to a more sustainable economy (via fiscal policy and the financial system); vi) to maintain a healthy financial sector; vii) to tackle new challenges (globalisation and digitalisation); viii) to drive forward European governance reform (an appropriate European recovery fund, headway in the fiscal union, Stability and Growth Pact reform, completion of the Banking Union and a genuine Capital Markets Union); and ix) to ensure the sustainability of public finances (an ambitious multi-year fiscal consolidation programme).

    Una vez superada la etapa más aguda de la crisis del Covid-19, que ha supuesto una respuesta inmediata y contundente de la política económica, el gobernador plantea las medidas económicas prioritarias en la fase siguiente a la hibernación y la puesta en marcha, de manera urgente, de una estrategia ambiciosa, integral, permanente y evaluable de reformas estructurales y de consolidación fiscal. En esta segunda fase de reactivación paulatina, la respuesta de la política económica, para sentar las bases de un crecimiento sostenible y equilibrado, tiene que combinar dos objetivos: apoyar la recuperación y facilitar el ajuste estructural. Y, en ese escenario, la sostenibilidad de las finanzas públicas debe estar garantizada. Para potenciar la credibilidad y efectividad de esta respuesta inicial y de toda la estrategia de reformas: i) la expansión fiscal en el corto plazo debe presentarse acompañada de un plan de saneamiento de las cuentas públicas en el medio plazo, que procederá cuando la economía recupere una senda de crecimiento sólido; ii) las reformas estructurales deben acelerarse, para generar efectos positivos a muy corto plazo sobre las decisiones de gasto, inversión y contratación; iii) el consenso político debe garantizar la permanencia de la estrategia durante varias legislaturas. En el corto plazo, las políticas de apoyo a la recuperación deberán acomodarse a la evolución de la situación sanitaria y la coyuntura económica. Ello supondrá mantener medidas monetarias y financieras orientadas a preservar el acceso adecuado a la financiación, extender y recalibrar el sostenimiento de rentas y expedientes de regulación temporal de empleo, nuevas medidas, como políticas activas de empleo y de formación de los desempleados y mejores procedimientos de reestructuración e insolvencia empresarial, y un impulso fiscal a la reestructuración del tejido productivo a través de la inversión en capital tecnológico, educación y formación. En el medio plazo, los principales desafíos de la economía española inspiran la agenda de reformas estructurales que debe aumentar nuestro crecimiento potencial en el escenario de los próximos años. En el texto se detallan las medidas contenidas en esta agenda en respuesta a cada uno de los retos identificados: i) mejorar la dinámica de la productividad (fomento de la dinámica y el crecimiento empresarial, aumento del grado de competencia sectorial; mejora del capital humano e incremento del capital tecnológico); ii) reducir el desempleo y la precariedad del empleo (con menor temporalidad y políticas activas de empleo); iii) afrontar el reto del envejecimiento poblacional (reformas del sistema de pensiones); iv) reforzar las políticas de inclusión (ingreso mínimo vital y acceso a la vivienda); v) favorecer la transición hacia una economía más sostenible (desde la política fiscal y el sistema financiero); vi) mantener un sector financiero saneado; vii) afrontar los nuevos retos (globalización y digitalización); viii) impulsar la reforma de la gobernanza europea (un fondo de recuperación europeo adecuado, avances en la unión fiscal, reforma del Pacto de Estabilidad y Crecimiento, culminación de la Unión Bancaria y una verdadera Unión de Mercados de Capitales); ix) garantizar la sostenibilidad de las cuentas públicas (un ambicioso programa de consolidación fiscal plurianual).
