Research data keyboard_double_arrow_right Dataset 2021 EnglishPublisher:University of Salento Authors: Laterza, Vito;Laterza, Vito;This article provides a different angle to understand the Cambridge Analytica (CA) data scandal. It focuses on the role of models and simulations in the big data campaigning tools CA allegedly used, and their epistemological and ontological potential to produce and reproduce voters' digital doubles that would first colonise and eventually replace the analogue selves they were related to. By integrating and revising Zuboff's surveillance capitalism framework with Debord's classic theory of the Spectacle, the article argues that the dystopian simulations played as real life experiments by surveillance capitalist firms such as CA have the ultimate goal of replacing analogue humanity with digital humanity – the two kinds are ontologically different albeit dialectically related. The predictive models that these simulations produce are only as good as the capacity of the digital doubles in the simulations to shape the behaviour of analogue selves in line with the simulations' parameters and goals.

The dataset as a part of the international project ESPON Digiplan. The aim of this international project is to assess the extent, organisation and financing of digitisation of plan data as well as the use of these data in ESPON member countries. As a part of the in-depth case study, 7 virtual expert interviews in Switzerland and 5 virtual expert interviews in Germany were conducted with experts on the topic of digitisation of plan data. The documents contain the transcripts of the interviews. The transcripts aim to capture the content of the interviews, which is why voice raising and lowering, as well as pauses in the interview, were not specifically recorded. The interviews were conducted in German, therefore the transcripts are also in German.

After briefly covering the definition, history and application of Open Science policies, we discuss why they are relevant and what barriers and concerns there are for implementation. The workshop engages with the challenges of universalising access to knowledge in a world with a plurality of epistemic communities and developmental agendas. Lastly, we discuss the role that digitalisation plays in implementing Open Science policies and what this means for sustainable development. Significant new data protection legislation has recently been adopted in major economies - including China and the United States - filing gaps in their data privacy protections. Other countries, such as Japan, South Korea, and Singapore, have also been renovating existing data protection laws to make them fit for the digital age. These legislative initiatives have many common features. These include common concepts, principles, rights and duties, and common remedies and sanctions. Despite legal concepts and rules may appear similar, however, their implementation is different within different legal and political systems. Beyond differences in legal and policy contexts, new technological and economic pressures are also casting doubt on the resilience of data protection law. These developments have strained the capacities of data protection law's concepts and rules, which were designed in a different technological era. In seeking to protect the public from the potential harms of automated decision making and artificial intelligence, governments are beginning to look beyond data protection for novel regulatory solutions. In this panel event co-organised by BIICL and King's College London School of Law speakers discussed convergence and divergence in global data protection law. With data protection regulation, the European Union, Brasil, and other countries are pursuing a regulatory model in the digital realm. I will discuss the opportunities of this regulation for preserving privacy and democratic values in society. Today, the GAFA (Google, Apple, Facebook, Amazon) companies have gained dominance, not only in marketing and communication but also in other fields. Power asymmetries also have geostrategic implications in the rivalry between the United States and China. With data protection regulation, the European Union, Brasil, and other countries are pursuing a regulatory model in the digital realm. I will discuss the opportunities of this regulation for preserving privacy and democratic values in society. Ingrid Schneider is professor of political science in the center ���Ethics in Information Technology��� at University of Hamburg in Germany. With FGV, she is part of the EU-funded project PRODIGEES (Promoting Research on Digitalisation in Emerging Powers and Europe Towards Sustainable Development) which she will also present in her lecture.
