    The increased demand for bio based products worldwide provides an opportunity for Eastern European countries to increase their production in agriculture and forestry. At the same time, such economic development must be congruent with the European Union’s long-term climate and biodiversity objectives. As a country that is rich in bioresources, the Latvian case study is highly relevant to many other countries—especially those in Central and Eastern Europe—and faces a choice of transition pathways to meet both economic and environmental objectives. In order to assess the trade-offs between investments in the bioeconomy and the achievement of climate and biodiversity objectives, we used the Functional Land Management (FLM) framework for the quantification of the supply and demand for the primary productivity, carbon regulation and biodiversity functions. We related the supply of these three soil functions to combinations of land use and soil characteristics. The demand for the same functions were derived from European, national and regional policy objectives. Our results showed different spatial scales at which variation in demand and supply is manifested. High demand for biodiversity was associated with areas dominated by agricultural land at the local scale, while regional differences of unemployment rates and the target for GDP increases framed the demand for primary productivity. National demand for carbon regulation focused on areas dominated by forests on organic soils. We subsequently identified mismatches between the supply and demand for soil functions, and we selected spatial locations for specific land use changes and improvements in management practices to promote sustainable development of the bio-economy. Our results offer guidance to policy makers that will help them to form a national policy that will underpin management practices that are effective and tailored toward local climate conditions and national implementation pathways.

    The agricultural sector is in a unique position due to its strategic importance around the world. It is crucial for both citizens (consumers) and the economy (both regional and global), which, ideally, should ensure that the whole sector is a network of interacting organisations. It is important to develop new tools, management methods, and applications to improve the management and logistic operations of agricultural producers (farms) and agricultural service providers. From a geospatial perspective, this involves identifying cost optimization pathways, reducing transport, reducing environmental loads, and improving the energy balance, while maintaining production levels, etc. <br><br> This paper describes the benefits of, and open issues arising from, the development of the Open Farm Management Information System. Emphasis is placed on descriptions of available remote sensing and other geospatial data, and their harmonization, processing, and presentation to users. At the same time, the FOODIE platform also offers a novel approach of yield potential estimations. Validation for one farm demonstrated 70% successful rate when comparing yield results at a farm counting 1’284 hectares on one hand and results of a theoretical model of yield potential on the other hand. The presented Open Farm Management Information System has already been successfully registered under Phase 8 of the Global Earth Observation System of Systems (GEOSS) Architecture Implementation Pilot in order to support the wide variety of demands that are primarily aimed at agriculture and water pollution monitoring by means of remote sensing.

    land nexus for policy and decision making, where it is no longer possible to ignore the limitations in land availability and its links to other natural resources. This paper proposes a modelling approach to help to assess various policies from a nexus perspective. The global macro-econometric model (E3ME) explores a low-carbon transition through different sets of energy and climate policies applied at different spatial scales. The limitations of the E3ME model in assessing nexus interactions are discussed. The paper also argues and offers an explanation for why no single traditional or classic model has the potential to cover all parts of the nexus in a satisfactory way, including feedback loops and interactions between nexus components. Other approaches and methodologies suitable for complexity science modelling (e.g., system dynamics modelling) are proposed, providing a possible means to capture the holistic approach of the nexus in policy-making by including causal and feedback loops to the model components. Based on three case studies in Europe, the paper clarifies the different steps (from policy design towards conceptual model) in modelling the nexus linkages and interactions at the national and regional levels. One case study (The Netherlands) considers national low-carbon transitions at national level. Two other case studies (Latvia and southwest UK) focus on how renewable energy may impact the nexus. A framework is proposed for the generic application of quantitative modelling approaches to assess nexus linkages. The value of the nexus concept for the efficient use of resources is demonstrated, and recommendations for policies supporting the nexus are presented. As the world increasingly runs up against physical constraints of energy, land, water, and food, there is a growing role for policy to reduce environmental pressures without adversely affecting increases in prosperity. There is therefore a need for policy makers to understand the potential trade-offs and/or synergies between the uses of these different resources, i.e., to encompass the water&ndash energy&ndash food&ndash

Functional Land Management (FLM) is proposed as an integrator for sustainability policies and assesses the functional capacity of the soil and land to deliver primary productivity, water purification and regulation, carbon cycling and storage, habitat for biodiversity and recycling of nutrients. This paper presents the catchment challenge as a method to bridge the gap between science, stakeholders and policy for the effective management of soils to deliver these functions. Two challenges were completed by a wide range of stakeholders focused around a physical catchment model—(1) to design an optimised catchment based on soil function targets, (2) identify gaps to implementation of the proposed design. In challenge 1, a high level of consensus between different stakeholders emerged on soil and management measures to be implemented to achieve soil function targets. Key gaps including knowledge, a mix of market and voluntary incentives and mandatory measures were identified in challenge 2.

    Europe has a history rich in examples of successful and problematic introductions of trees with a native origin outside of Europe (non-native trees, NNT). Many international legal frameworks such as treaties and conventions and also the European Union have responded to the global concern about potential negative impacts of NNT that may become invasive in natural ecosystems. It is, however, national and regional legislation in particular that affects current and future management decisions in the forest sector and shapes the landscapes of Europe. We identified all relevant legal instruments regulating NNT, the different legal approaches and the regulatory intensity in 40 European countries (no microstates). Information on hard and effective soft law instruments were collected by means of a targeted questionnaire and consultation of international and national legislation information systems and databases. In total, 335 relevant legal instruments were in place in June/July 2019 to regulate the use of NNT in the investigated 116 geopolitical legal units (countries as well as sub-national regions with their own legislation). Countries and regions were empirically categorized according to ad hocdefined legislation indicators. These indicators pay respect to the general bans on the introduction of non-native species, the generally allowed and prohibited NNT, approval mechanisms and specific areas or cases where NNT are restricted or prohibited. Our study revealed a very diverse landscape of legal frameworks across Europe, with a large variety of approaches to regulating NNT being pursued and the intensity of restriction ranging from very few restrictions on species choice and plantation surface area to the complete banning of NNT from forests. The main conclusion is that there is a clear need for more co-ordinated, science-based policies both at the local and international levels to enhance the advantages of NNT and mitigate potential negative effects.     Carbon stocks in vegetation have a key role in the climate system. However, the magnitude, patterns and uncertainties of carbon stocks and the effect of land use on the stocks remain poorly quantified. Here we show, using state-of-the-art datasets, that vegetation currently stores around 450 petagrams of carbon. In the hypothetical absence of land use, potential vegetation would store around 916 petagrams of carbon, under current climate conditions. This difference highlights the massive effect of land use on biomass stocks. Deforestation and other land-cover changes are responsible for 53-58% of the difference between current and potential biomass stocks. Land management effects (the biomass stock changes induced by land use within the same land cover) contribute 42-47%, but have been underestimated in the literature. Therefore, avoiding deforestation is necessary but not sufficient for mitigation of climate change. Our results imply that trade-offs exist between conserving carbon stocks on managed land and raising the contribution of biomass to raw material and energy supply for the mitigation of climate change. Efforts to raise biomass stocks are currently verifiable only in temperate forests, where their potential is limited. By contrast, large uncertainties hinder verification in the tropical forest, where the largest potential is located, pointing to challenges for the upcoming stocktaking exercises under the Paris agreement.

    Weedy plants pose a major threat to food security, biodiversity, ecosystem services and consequently to human health and wellbeing. However, many currently used weed management approaches are increasingly unsustainable. To address this knowledge and practice gap, in June 2014, 35 weed and invasion ecologists, weed scientists, evolutionary biologists and social scientists convened a workshop to explore current and future perspectives and approaches in weed ecology and management. A horizon scanning exercise ranked a list of 124 pre-submitted questions to identify a priority list of 30 questions. These questions are discussed under seven themed headings that represent areas for renewed and emerging focus for the disciplines of weed research and practice. The themed areas considered the need for transdisciplinarity, increased adoption of integrated weed management and agroecological approaches, better understanding of weed evolution, climate change, weed invasiveness and finally, disciplinary challenges for weed science. Almost all the challenges identified rested on the need for continued efforts to diversify and integrate agroecological, socio-economic and technological approaches in weed management. These challenges are not newly conceived, though their continued prominence as research priorities highlights an ongoing intransigence that must be addressed through a more system-oriented and transdisciplinary research agenda that seeks an embedded integration of public and private research approaches. This horizon scanning exercise thus set out the building blocks needed for future weed management research and practice; however, the challenge ahead is to identify effective ways in which sufficient research and implementation efforts can be directed towards these needs.     Inland waters, including lakes, are one of the key points of the carbon cycle. Using remote sensing data in lake monitoring has advantages in both temporal and spatial coverage over traditional in-situ methods that are time consuming and expensive. In this study, we compared two sensors on different Copernicus satellites: Multispectral Instrument (MSI) on Sentinel-2 and Ocean and Land Color Instrument (OLCI) on Sentinel-3 to validate several processors and methods to derive water quality products with best performing atmospheric correction processor applied. For validation we used in-situ data from 49 sampling points across four different lakes, collected during 2018. Level-2 optical water quality products, such as chlorophyll-a and the total suspended matter concentrations, water transparency, and the absorption coefficient of the colored dissolved organic matter were compared against in-situ data. Along with the water quality products, the optical water types were obtained, because in lakes one-method-to-all approach is not working well due to the optical complexity of the inland waters. The dynamics of the optical water types of the two sensors were generally in agreement. In most cases, the band ratio algorithms for both sensors with optical water type guidance gave the best results. The best algorithms to obtain the Level-2 water quality products were different for MSI and OLCI. MSI always outperformed OLCI, with R2 0.84&ndash 0.97 for different water quality products. Deriving the water quality parameters with optical water type classification should be the first step in estimating the ecological status of the lakes with remote sensing.

    peer-reviewed Recent forecasts show a need to increase agricultural production globally by 60% from 2005 to 2050, in order to meet a rising demand from a growing population. This poses challenges for scientists and policy makers to formulate solutions on how to increase food production and simultaneously meet environmental targets such as the conservation and protection of water, the conservation of biodiversity, and the mitigation of greenhouse gas emissions. As soil and land are subject to growing pressure to meet both agronomic and environmental targets, there is an urgent need to understand to what extent these diverging targets can be met simultaneously. Previously, the concept of Functional Land Management (FLM) was developed as a framework for managing the multifunctionality of land. In this paper, we deploy and evaluate the concept of FLM, using a real case-study of Irish agriculture. We investigate a number of scenarios, encompassing combinations of intensification, expansion and land drainage, for managing three soil functions, namely primary productivity, water purification and carbon sequestration. We use proxy-indicators (milk production, nitrate concentrations and area of new afforestation) to quantify the ‘supply’ of these three soil functions, and identify the relevant policy targets to frame the ‘demand’ for these soil functions. Specifically, this paper assesses how soil management and land use management interact in meeting these multiple targets simultaneously, by employing a non-spatial land use model for livestock production in Ireland that assesses the supply of soil functions for contrasting soil drainage and land use categories. Our results show that, in principle, it is possible to manage these three soil functions to meet both agronomic and environmental objectives, but as we add more soil functions, the management requirements become increasingly complex. In theory, an expansion scenario could meet all of the objectives simultaneously. However, this scenario is highly unlikely to materialise due to farm fragmentation, low land mobility rates and the challenging afforestation rates required for achieving the greenhouse gas reduction targets. In the absence of targeted policy interventions, an unmanaged combination of scenarios is more likely to emerge. The challenge for policy formation on future land use is how to move from an unmanaged combination scenario towards a managed combination scenario, in which the soil functions are purposefully managed to meet current and future agronomic and environmental targets, through a targeted combination of intensification, expansion and land drainage. Such purposeful management requires that the supply of each soil function is managed at the spatial scale at which the corresponding demand manifests itself. This spatial scale may differ between the soil functions, and may range from farm scale to national scale. Finally, our research identifies the need for future research to also consider and address the misalignment of temporal scales between the supply and demand of soil functions.

    Fire is a major disturbance agent in the boreal forest, influencing many current and future ecosystem conditions and services. Surprisingly few studies have attempted to improve the accuracy of fire-event reconstructions even though the estimates of the occurrence of past fires may be biased, influencing the reliability of the models employing those data (e.g. C stock, cycle). This study aimed to demonstrate how three types of fire proxies – fire scars from tree rings, sedimentary charcoal and, for the first time in this context, fungal spores of Neurospora – can be integrated to achieve a better understanding of past fire dynamics. By studying charcoal and Neurospora from sediment cores from forest hollows, and the fire scars from tree rings in their surroundings in the southern Fennoscandian and western Russian boreal forest, we produced composite fire-event data sets and fire-event frequencies, and estimated fire return intervals. Our estimates show that the fire return interval varied between 126 and 237 years during the last 11,000 years. The highest fire frequency during the 18th–19th century can be associated with the anthropogenic influence. Importantly, statistical tests revealed a positive relationship between other fire event indicators and Neurospora occurrence allowing us to pinpoint past fire events at times when the sedimentary charcoal was absent, but Neurospora were abundant. We demonstrated how fire proxies with different temporal resolution can be linked, providing potential improvements in the reliability of fire history reconstructions from multiple proxies.

    The increased demand for bio based products worldwide provides an opportunity for Eastern European countries to increase their production in agriculture and forestry. At the same time, such economic development must be congruent with the European Union’s long-term climate and biodiversity objectives. As a country that is rich in bioresources, the Latvian case study is highly relevant to many other countries—especially those in Central and Eastern Europe—and faces a choice of transition pathways to meet both economic and environmental objectives. In order to assess the trade-offs between investments in the bioeconomy and the achievement of climate and biodiversity objectives, we used the Functional Land Management (FLM) framework for the quantification of the supply and demand for the primary productivity, carbon regulation and biodiversity functions. We related the supply of these three soil functions to combinations of land use and soil characteristics. The demand for the same functions were derived from European, national and regional policy objectives. Our results showed different spatial scales at which variation in demand and supply is manifested. High demand for biodiversity was associated with areas dominated by agricultural land at the local scale, while regional differences of unemployment rates and the target for GDP increases framed the demand for primary productivity. National demand for carbon regulation focused on areas dominated by forests on organic soils. We subsequently identified mismatches between the supply and demand for soil functions, and we selected spatial locations for specific land use changes and improvements in management practices to promote sustainable development of the bio-economy. Our results offer guidance to policy makers that will help them to form a national policy that will underpin management practices that are effective and tailored toward local climate conditions and national implementation pathways.
