The rural area in Spain is tremendously divers, due to regional differences in climate, soil types and relief. this has led to very different forms of agriculture with contrasting types of production, a corresponding variety in terms of organization of work; use of technology, farming incomes, and the social organization that follows from this. This variety of agriculture has been further accentuated by significant differences in land ownership structures, which result from the historical process by which land has been appropriated.

New Ruralism represents an effort to extend the familiar principles of New Urbanism to non-urban areas with an emphasis on farmland protection. Various sources dealing with New Ruralism (mainly from the North American context) were analyzed using the desk research method. The regulatory and economic instruments of land development were described in detail. Using the example of New Ruralism, it was shown that economic instruments can appropriately complement standard landuse planning instruments even in the case of rural and agricultural planning. This finding can be an inspiration for rural planning in our environment.

We here study San Vicente, a rural area where micro-family households were predominant, in order to explore two complementary aspects of the changing social environment. First, the possibilities women had of being the heads of households as well as the resources available to them to earn their living by different means. Secondly, how their position in society evolved during this period. Our main sources are data gathered from the register of inhabitants of 1815 and the National Population Censuses of 1869 and 1895, which we will complement with data from the economic census carried out in 1895. We will see that when competition intensified, there came to be fewer opportunities for women to head households or businesses.

Rural areas in Europe represent outstanding examples of Cultural and Natural Heritage (CNH) that could be used as a valuable asset for social and economic development. This article describes the process for developing a monitoring platform based on Key Performance Indicators (KPI) and implemented in six rural areas around Europe. The goal of this monitoring system is to provide evidence of the role of CNH in rural areas as a driver for sustainable growth. Several data collection procedures are described, including regular, non-regular, and co-monitoring. To combine the selected cross-thematic and multi-scale KPIs, weights have been assigned to indicators, according to the knowledge provided by domain experts and using group decision-making techniques. A detailed description of the dashboards developed for the monitoring platform, and all the information gathered is included. Several dashboards have been designed focusing on KPI values and their evolution.

Resumen: El artículo comienza con un debate sobre el concepto de “contracción” y sus orígenes, fuera del ámbito del desarrollo rural. A partir de ahí, se muestra la distribución de las zonas rurales en contracción en toda Europa. A continuación, se describen los procesos socioeconómicos que impulsan el declive demográfico en las zonas rurales, utilizando tanto la revisión bibliográfica del proyecto ESCAPE como los resultados de sus ocho estudios de caso. Seguidamente, se describe de forma breve la evolución de las intervenciones de la UE para paliar los efectos del declive demográfico, y se hacen algunas observaciones sobre el panorama político/de gobernanza actual. Concluimos considerando cómo una mejor comprensión del problema y del proceso de reducción puede conducir a intervenciones más eficaces, en el contexto de una visión renovada a largo plazo para el medio rural europeo. Este último debe reconocer plenamente el creciente abanico de oportunidades a las que se enfrentan las zonas rurales, a medida que la COVID-19 cambia estas y se aceleran las transformaciones en el comportamiento laboral y en la geografía de la actividad económica, y se cumplen los anteriores cambios graduales en la tecnología y los mercados. Abstract: The paper begins with a discussion of the concept of “shrinking”, and its origins, outside the realm of rural development. Building on this, the paper shows the distribution of shrinking rural areas across Europe. Using both the project’s literature review and findings from its eight case studies the socio-economic processes which drive demographic decline in rural areas are then described. A brief account of the evolution of EU interventions to alleviate the effects of shrinking, and some remarks about the current policy/governance landscape follow. We conclude by considering how a better understanding of the problem and process of shrinking may lead to more effective interventions, within the context of a refreshed long-term vision for Rural Europe. The latter needs to fully acknowledge the expanding repertoire of opportunities confronting rural areas as COVID-19 changes in working behaviour, and the geography of economic activity, accelerate, and fulfil, previously incremental shifts in technology and markets. New Ruralism represents an effort to extend the familiar principles of New Urbanism to non-urban areas with an emphasis on farmland protection. Various sources dealing with New Ruralism (mainly from the North American context) were analyzed using the desk research method. The regulatory and economic instruments of land development were described in detail. Using the example of New Ruralism, it was shown that economic instruments can appropriately complement standard landuse planning instruments even in the case of rural and agricultural planning. This finding can be an inspiration for rural planning in our environment.

We here study San Vicente, a rural area where micro-family households were predominant, in order to explore two complementary aspects of the changing social environment. First, the possibilities women had of being the heads of households as well as the resources available to them to earn their living by different means. Secondly, how their position in society evolved during this period. Our main sources are data gathered from the register of inhabitants of 1815 and the National Population Censuses of 1869 and 1895, which we will complement with data from the economic census carried out in 1895. We will see that when competition intensified, there came to be fewer opportunities for women to head households or businesses.

Rural areas in Europe represent outstanding examples of Cultural and Natural Heritage (CNH) that could be used as a valuable asset for social and economic development. This article describes the process for developing a monitoring platform based on Key Performance Indicators (KPI) and implemented in six rural areas around Europe. The goal of this monitoring system is to provide evidence of the role of CNH in rural areas as a driver for sustainable growth. Several data collection procedures are described, including regular, non-regular, and co-monitoring. To combine the selected cross-thematic and multi-scale KPIs, weights have been assigned to indicators, according to the knowledge provided by domain experts and using group decision-making techniques. A detailed description of the dashboards developed for the monitoring platform, and all the information gathered is included. Several dashboards have been designed focusing on KPI values and their evolution.

Resumen: El artículo comienza con un debate sobre el concepto de “contracción” y sus orígenes, fuera del ámbito del desarrollo rural. A partir de ahí, se muestra la distribución de las zonas rurales en contracción en toda Europa. A continuación, se describen los procesos socioeconómicos que impulsan el declive demográfico en las zonas rurales, utilizando tanto la revisión bibliográfica del proyecto ESCAPE como los resultados de sus ocho estudios de caso. Seguidamente, se describe de forma breve la evolución de las intervenciones de la UE para paliar los efectos del declive demográfico, y se hacen algunas observaciones sobre el panorama político/de gobernanza actual. Concluimos considerando cómo una mejor comprensión del problema y del proceso de reducción puede conducir a intervenciones más eficaces, en el contexto de una visión renovada a largo plazo para el medio rural europeo. Este último debe reconocer plenamente el creciente abanico de oportunidades a las que se enfrentan las zonas rurales, a medida que la COVID-19 cambia estas y se aceleran las transformaciones en el comportamiento laboral y en la geografía de la actividad económica, y se cumplen los anteriores cambios graduales en la tecnología y los mercados. Abstract: The paper begins with a discussion of the concept of “shrinking”, and its origins, outside the realm of rural development. Building on this, the paper shows the distribution of shrinking rural areas across Europe. Using both the project’s literature review and findings from its eight case studies the socio-economic processes which drive demographic decline in rural areas are then described. A brief account of the evolution of EU interventions to alleviate the effects of shrinking, and some remarks about the current policy/governance landscape follow. We conclude by considering how a better understanding of the problem and process of shrinking may lead to more effective interventions, within the context of a refreshed long-term vision for Rural Europe. The latter needs to fully acknowledge the expanding repertoire of opportunities confronting rural areas as COVID-19 changes in working behaviour, and the geography of economic activity, accelerate, and fulfil, previously incremental shifts in technology and markets.
