A TD apresenta novos desafios às organizações e, para identificar os principais, esta pesquisa visa responder: Qual é a estrutura da literatura sobre TD e quais temas ganharam destaque nos últimos cinco anos? A pesquisa foi conduzida por meio de revisão sistemática da literatura com: estudo bibliométrico e análise do conteúdo. O estudo bibliométrico destacou as seguintes discussões: renovação estratégica em meio à TD; implementação de tecnologias na Indústria 4.0; digitalização para habilitar ofertas de servitização; TD como impulsionador de inovação nos modelos de negócios; gestão da inovação digital; e TD alterando a experiência dos consumidores. As análises podem ser úteis para apontar caminhos para novas pesquisas e para ressaltar questões importantes para tomadores de decisões em empresas que desejam usufruir dos benefícios da TD. RESUMEN La transformación digital (TD) surge en debates sobre tendencias en diversas industrias, principalmente en la creación de valor a través de la innovación de productos, servicios y en la forma de negociarlos. La TD plantea nuevos desafíos a las organizaciones y, para identificar los principales, esta investigación se propone responder: ¿Cuál es la estructura de la literatura sobre TD y qué temas han ganado protagonismo en los últimos cinco años? Esta investigación se valió de una revisión sistemática de la literatura con estudio bibliométrico y análisis de contenido. El estudio bibliométrico destacó las siguientes discusiones: renovación estratégica en medio de la TD; implementación de tecnologías en la Industria 4.0; digitalización para habilitar la servitización; TD como motor de innovación en modelos de negocio; gestión de innovación digital; y TD para cambiar la experiencia del consumidor. Los análisis pueden servir para señalar caminos de nuevas investigaciones, y para poner de relieve cuestiones importantes para tomadores de decisiones de empresas que quieran aprovechar beneficios de la TD. ABSTRACT Digital transformation (DT) arises in debates about trends in various industries, mainly in value creation through the innovation of products and services and how they are negotiated. DT poses new challenges to organizations, which this research aims to identify by answering: What is the structure of the literature on DT, and what themes have gained prominence in the last five years? This research conducted a systematic literature review with bibliometric analysis and content analysis. The bibliometric analysis highlighted the following discussions: strategic renewal amid DT; implementation of technologies in Industry 4.0; digitization to enable servitization; DT as an engine of innovation in business models; digital innovation management; and DT to change the consumer experience. The analyses point out avenues for further research and raise important questions for decision-makers in companies that want to reap the benefits of DT.

After reviewing the literature on the subject, this research’s objective was to answer the following question: “Is it possible to measure the digital mindset of employees through a scale designed for the context of Brazilian organizations?”. Originality/value: The digitization of organizations has become the center of business transformation. However, one of the often-overlooked factors in the transition process is developed at the micro-organizational level. Collaborators vary in interest, knowledge, and ability to innovate. A measure to identify individual digital mindset profiles would be essential to guide the planning and development of a digital learning culture mindset. Still, such a tool was not yet found in the Brazilian literature. Design/methodology/approach: A multidimensional digital mindset construct was proposed based on the literature on cognitive structures and digital transformation mindset. Items were prepared to measure the degree of maturity of the construct, described through three digital profiles (open mind, transformer, and entrepreneur) and an analog profile. The scale was submitted to 574 professionals from Brazilian companies for exploratory factor analysis. Findings: The digital mindset scale showed signs of validity, confirming, in the present sample, the mindset dimensions related to the digital environment (Cronbach’s alphas between 0.85 and 0.62). Resumo Objetivo: O mindset digital pode ser definido como um conjunto de comportamentos individuais relacionados ao grau de aderência às transformações digitais. Nesse contexto, o objetivo da presente pesquisa foi, após revisão de literatura sobre o tema, responder à seguinte questão: “É possível mensurar o mindset digital de profissionais por meio de uma escala elaborada para o contexto das organizações brasileiras?”. Originalidade/valor: A digitalização das organizações passou a ser o centro da transformação dos negócios. No entanto, um dos fatores muitas vezes negligenciado no processo de transição é o desenvolvimento no nível micro-organizacional. Os profissionais variam no nível de interesse, no conhecimento e na capacidade de inovar. Para guiar o planejamento e desenvolvimento de uma cultura de aprendizagem digital, uma medida para identificar os perfis individuais de mindset digital seria essencial, mas tal ferramenta ainda não era encontrada na literatura brasileira. Design/metodologia/abordagem: A partir da literatura sobre estruturas cognitivas e a transformação digital, foi proposto um construto multidimensional de mindset digital. Elaboraram-se itens para a mensuração do grau de maturidade do construto, descrito por meio de três perfis digitais (open mind, transformador e empreendedor) e um analógico. A escala foi submetida a 574 profissionais de empresas brasileiras para análise fatorial exploratória. Resultados: A escala de mindset digital apresentou bons indícios de validade, sendo confirmadas, na presente amostra, as dimensões de mindset relacionadas ao meio digital (alfas de Cronbach entre 0,85 e 0,62).

Originality/value: There is little academic scientific literature on digital maturity in Brazil. This research will offer subsidies to companies regarding the different dimensions that need to be emphasized by managers in order to achieve a full and effective digital transformation. This information will be valuable to support the digital transformation process of these companies. The study fills a gap in the academic context related to the lack of more comprehensive empirical studies based on digital maturity. Design/methodology/approach: This study evaluated the relationship of eight dimensions of capacity (strategy, leadership, market, operational, people, culture, governance, and technology) with the development of digital maturity. This survey applied an electronic questionnaire to directors of the strategic level of Brazilian retail sector companies located in different regions of Brazil. At the end, a total of 260 valid questionnaires were obtained. The responses were analyzed using the Partial Least Squares (PLS) method. Findings: The research results showed that the strategy, market, operations, culture, and technology dimensions are those that are most related to the development of digital maturity. RESUMO Objetivo: O objetivo desta pesquisa foi identificar quais dimensões estão relacionadas ao estabelecimento de maiores níveis de maturidade digital. Originalidade/valor: Há um volume pequeno de literatura científico-acadêmica, com poucas pesquisas conceituais e empíricas sobre o tema de maturidade digital no Brasil. Esta pesquisa oferecerá subsídios para as empresas no tocante às diversas dimensões que precisam ser enfatizadas pelos gestores, a fim de se atingir uma transformação digital plena e eficaz. Essas informações serão valiosas para apoiar o processo de transformação digital dessas empresas. No contexto acadêmico, o estudo supre uma lacuna relacionada à falta de estudos empíricos mais abrangentes quanto às bases da maturidade digital. Design/metodologia/abordagem: Este estudo avaliou a relação de oito dimensões de capacidade (estratégia, liderança, mercado, operacional, pessoas, cultura, governança e tecnologia) com o desenvolvimento da maturidade digital. Aplicou-se um questionário eletrônico a dirigentes de nível estratégico de empresas brasileiras do setor varejista, situadas em diferentes regiões do Brasil. Obteve-se, ao final, um total de 260 questionários válidos. As respostas foram analisadas com o método de Partial Least Squares (PLS). Resultados: Os resultados da pesquisa mostraram que as dimensões estratégia, mercado, operações, cultura e tecnologia são aquelas que estão mais relacionadas ao desenvolvimento da maturidade digital.

There has been a race to produce AI technologies to reduce countries' geopolitical risks and conditions of development and global technological insertion. AI technologies are strategic in the digital transformation scenario, requiring governments to design policies promoting AI technology, expanding data protection, and ensuring digital sovereignty. This paper compares public policy instruments from G20 member countries through the qualitative comparative analysis (QCA) methodology. The paper concludes that mixes of policy instruments matter in producing AI patents, demonstrating different configurations of mixes that make outcomes. The paper analyzes these instruments role in digital sovereignty and AI application in industry and governments.

P; Silva, Vlamir F;ABSTRACT Purpose: This article aims to investigate the relationship between project management (PM) and digital transformation (DT) in organizations. Originality/value: This article contributes to expanding the knowledge of the relationship between PM and DT, indicating that PM and its different approaches are used strategically to enable DT implementation in organizations. In addition, it is evidenced that DT demands individuals with technical and behavioral competencies to work in innovative and rapid organizational, cultural, and technological contexts arising from adopting new digital technologies. Design/methodology/approach: The research is characterized as exploratory with a qualitative approach. The methodology adopted was the systematic literature review and sought to understand the relationship and convergence between PM and DT. The research was carried out broadly, and the articles were selected on the Web of Science, Scopus, and Google Scholar bases, forming the analysis corpus with 104 articles published from 2015 to 2020. Findings: The results converged in the composition of four factors: competencies; strategy; digital technologies; and portfolio, programs, and projects, demonstrating the evolutionary and adaptive capacity of PM to support major changes such as DT. RESUMO Objetivo: Este artigo tem como objetivo investigar a relação entre o gerenciamento de projetos (GP) e a transformação digital (TD) nas organizações. Originalidade/valor: Este trabalho contribui para ampliar o conhecimento da relação existente entre o GP e a TD, indicando que o GP e suas diferentes abordagens são utilizados de forma estratégica para viabilizar a execução da TD nas organizações. Além disso, é evidenciado que a TD demanda indivíduos com competências técnicas e comportamentais para trabalharem em contextos inovadores e de rápidas mudanças organizacionais, culturais e tecnológicas, advindas com a adoção de novas tecnologias digitais. Design/metodologia/abordagem: A pesquisa é caracterizada como exploratória com abordagem qualitativa. A metodologia adotada foi a revisão sistemática da literatura, e busca compreender a relação e a convergência entre o GP e a TD. A pesquisa foi realizada de forma ampla e os artigos foram selecionados nas bases Web of Science, Scopus e Google Scholar, formando o corpus de análise com 104 artigos publicados no período de 2015 a 2020. Resultados: Os resultados convergiram para a formação de quatro fatores: competências; estratégia; tecnologias digitais; e portfólio, programas e projetos, demonstrando a capacidade evolutiva e adaptativa do GP para suportar grandes mudanças, como a TD.

Originality No comparison is available that aims to understand the differences and gaps between theoretical research and the reality of digital transformation in Brazilian industries. Research method Based on three steps, namely: review and bibliographic analysis to identify the main aspects of digital transformation; content analysis of national reports to define the state of practice; comparison between the results of theory and practice. Main findings The results demonstrate an alignment between the aspects found in the scientific literature and the reports analyzed. The pillars of digital transformation are widely discussed in industrial reality. However, implementation gaps (and related opportunities) difficult the digital transformation of the Brazilian industry. Implications for theory and practice This paper introduces a proposition that unites theoretical aspects in a model that may be applied to enable digital transformation in the industry.

BRETERNITZ;ABSTRACT Purpose: To present the planning for the digital transformation of Brazilian higher education institutions (HEI) and to measure their degree of digital mastery, according to Westerman, Calméjane, Bonnet, Ferraris, and McAfee (2011). Originality/value: Some studies evaluate digital transformation and/or the degree of digital mastery carried out in HEI individually. However, those that assess them comparatively have not been identified, allowing to draw a baseline to assist managers in benchmarking processes. Design/methodology/approach: It is an exploratory, qualitative research, with field study, in which the secondary data were obtained through bibliographic and documentary sources and the primary data through semi-structured interviews. For this purpose, representatives of ten private HEI were interviewed using an instrument consisting of a script of questions. The content was analyzed according to the model of Bardin (2011) and supported by the tool Iramuteq. The findings served as an input for completing the digital mastery questionnaires. Findings: Elements identified in the research refer to the fact that the evaluated HEI have good maturity in their digital transformation processes. Such allegations could be verified from the evaluation of digital mastery, which found that most institutions have a good level of digitalization and that, despite having some limitations related to the development of digital and leadership skills, can be considered digital masters. RESUMO Objetivo: Apresentar o planejamento para a transformação digital de instituições de ensino superior (IES) brasileiras e medir seu grau de maestria digital, conforme o modelo proposto por Westerman, Calméjane, Bonnet, Ferraris e McAfee (2011). Originalidade/valor: Existem estudos que avaliam a transformação digital e/ou o grau de maestria digital em IES individualmente, entretanto não foram identificados os que os avaliam comparativamente, permitindo traçar uma linha de base para auxiliar gestores em processos de benchmarking. Design/metodologia/abordagem: Trata-se de uma pesquisa exploratória, qualitativa, com estudo de campo, na qual os dados secundários foram obtidos por meio de fontes bibliográficas e documentais e os primários por meio de entrevistas semiestruturadas. Para tanto, foram entrevistados representantes de dez IES privadas, utilizando-se um instrumento desenvolvido, composto por um roteiro de perguntas. O conteúdo foi analisado conforme modelo de Bardin (2011) e apoiado pela ferramenta Iramuteq. Os achados serviram de insumo para preenchimento dos questionários de maestria digital. Resultados: Elementos identificados na pesquisa remetem ao fato de que as IES avaliadas possuem boa maturidade em seu processo de transformação digital. Tais alegações puderam ser constatadas a partir da avaliação da maestria digital, que constatou que a maioria das instituições têm um bom nível de digitalização e que, apesar de conviverem com algumas limitações referentes ao desenvolvimento de capacidades digitais e de liderança, podem ser consideradas mestres digitais.

This article studies the effect of digitalization on Russia’s economic growth. As indicators measuring the impact of digitalization processes on economic growth, the study used the Gross Domestic Product per capita, the Global Competitiveness Index, the Index of Digital Life, the Digital Adoption Index, and the Resilience Index. Their in-depth examination based on a three-pronged model showed that the state of the macroenvironment and the readiness of the population for digital transformation do not allow digital technologies to affect the economic growth rate seriously. RESUMO A digitalização transforma os conceitos tradicionais de crescimento econômico e competitividade. Este artigo estuda o efeito da digitalização no crescimento econômico da Rússia. Como indicadores que medem o impacto dos processos de digitalização sobre o crescimento econômico, o estudo usou o Produto Interno Bruto per capita, o Índice de Competitividade Global, o Índice de Vida Digital, o Índice de Adoção Digital e o Índice de Resiliência. Seu exame aprofundado com base em um modelo de três frentes mostrou que o estado do macroambiente e a prontidão da população para a transformação digital não permitem que as tecnologias digitais afetem seriamente a taxa de crescimento econômico.

A maioria delas, contudo, é estreita em escopo, por abordar apenas tecnologias isoladas. Além disso, são curtas em temporalidade, por não reconhecerem os vínculos destas tecnologias digitais com o bloco de tecnologias de informação e comunicação precedentes. Propõe-se no presente trabalho uma visão de escopo mais amplo e temporalidade mais extensa para preencher estas lacunas. Conceituou-se o Sistema Tecnológico Digital (2010-2020) como o cluster de inteligência artificial, computação em nuvem e Big Data. Este cluster gera três fluxos de inovações: digitização, algoritmização e plataformização. As relações autocatalíticas entre as tecnologias deste cluster e entre sistemas prévios de TIC indicam continuidade histórica. No entanto, o fenômeno da comoditização de dados que se desdobra deste sistema configura-se como descontinuidade histórica de monta. Abstract The advancement of digital technologies in the last decade has motivated analysis regarding a new era in capitalism. Most of these analyzes, however, are narrow in scope, as they only address isolated technologies. In addition, they are short-lived, as they do not recognize the links between these digital technologies and the preceding block of information and communication technologies. We propose a broader scope and longer timeframe to fill these gaps. We conceptualized the Digital Technological System (2010-2020) as the cluster of artificial intelligence, cloud computing and Big Data. This cluster generates three innovation streams: digitization, algorithmization and platformization. The autocatalytic relationships between the technologies of this cluster and between previous ICT systems indicate historical continuity. Esse artigo possui como objetivo produzir um mapa de vegetação para o Parque Nacional da Serra dos Órgãos (PARNASO). Essa unidade de conservação está localizada na Floresta Atlântica dentro de uma variação topográfica desde o nível do mar até 2.263 metros. A classificação da vegetação baseou-se em dados do satélite ASTER, fotografias aéreas de alta resolução e modelo digital de elevação (MDE). O MDE indica estruturas de vegetação em ambiente com alta variabilidade espacial porque se correlaciona com fatores ambientais, tais como o microclima, umidade, solo e processos geomorfológicos. O classificador de árvore de decisão foi usado para extrair informações dos dados de MDE e sensoriamento remoto. Sete fisionomias foram identificadas: Agropecuária (1,29% da área do Parque), Campos de Altitude (24,27%), Floresta Ombrófila Densa Alto-Montana (37,47%), Floresta Ombrófila Densa Montana (21,54%), Floresta Ombrófila Densa Sub-Montana (5,22%), Floresta Secundária (4,13%) e áreas sem vegetação (6,08%). As três maiores fisionomias estão associadas a altitudes superiores a 1.000 metros e representaram 55,5% da área total. A construção da árvore de decisão combinando informações do MDE e sensoriamento remoto pode melhorar o resultado sobre a distribuiçãoda floresta tropical. The management and ecological monitoring of national parks and other protected areas requires a detailed description of the vegetation distribution patterns. This paper aims to produce a vegetation map for the Serra dos Órgãos National Park (PARNASO). This conservation unit is localized in Atlantic Forest within a topographic variation from sea level to 2,263 meters. The vegetation classification based on the ASTER satellite data, high-resolution aerial photographs and Digital Elevation Model (DEM). The DEM indicates vegetation structures in landscape with high spatial variability because it correlates with environmental factors, such as microclimate, moisture, soil and geomorphological processes. Decision tree classifier was used to extract information of DEM and remote sensing data. Seven classes were identified: Agropecuária (1.29% of total Park area), Campos de Altitude (24.27%), Floresta Ombrófila Densa Alto-Montana (37.47%), Floresta Ombrófila Densa Montana (21.54%), Floresta Ombrófila Densa Sub-Montana (5.22%), Floresta Secundária (4.13%), and no vegetation area (6.08%). The three highest physiognomies were associated with altitude higher than 1,000 m and represented 55.5% of the total area. The construction of decision trees combining the DEM and remote sensing information can improve the result on the forest tropical distribution.

A TD apresenta novos desafios às organizações e, para identificar os principais, esta pesquisa visa responder: Qual é a estrutura da literatura sobre TD e quais temas ganharam destaque nos últimos cinco anos? A pesquisa foi conduzida por meio de revisão sistemática da literatura com: estudo bibliométrico e análise do conteúdo. O estudo bibliométrico destacou as seguintes discussões: renovação estratégica em meio à TD; implementação de tecnologias na Indústria 4.0; digitalização para habilitar ofertas de servitização; TD como impulsionador de inovação nos modelos de negócios; gestão da inovação digital; e TD alterando a experiência dos consumidores. As análises podem ser úteis para apontar caminhos para novas pesquisas e para ressaltar questões importantes para tomadores de decisões em empresas que desejam usufruir dos benefícios da TD. RESUMEN La transformación digital (TD) surge en debates sobre tendencias en diversas industrias, principalmente en la creación de valor a través de la innovación de productos, servicios y en la forma de negociarlos. La TD plantea nuevos desafíos a las organizaciones y, para identificar los principales, esta investigación se propone responder: ¿Cuál es la estructura de la literatura sobre TD y qué temas han ganado protagonismo en los últimos cinco años? Esta investigación se valió de una revisión sistemática de la literatura con estudio bibliométrico y análisis de contenido. El estudio bibliométrico destacó las siguientes discusiones: renovación estratégica en medio de la TD; implementación de tecnologías en la Industria 4.0; digitalización para habilitar la servitización; TD como motor de innovación en modelos de negocio; gestión de innovación digital; y TD para cambiar la experiencia del consumidor. Los análisis pueden servir para señalar caminos de nuevas investigaciones, y para poner de relieve cuestiones importantes para tomadores de decisiones de empresas que quieran aprovechar beneficios de la TD. ABSTRACT Digital transformation (DT) arises in debates about trends in various industries, mainly in value creation through the innovation of products and services and how they are negotiated. DT poses new challenges to organizations, which this research aims to identify by answering: What is the structure of the literature on DT, and what themes have gained prominence in the last five years? This research conducted a systematic literature review with bibliometric analysis and content analysis. The bibliometric analysis highlighted the following discussions: strategic renewal amid DT; implementation of technologies in Industry 4.0; digitization to enable servitization; DT as an engine of innovation in business models; digital innovation management; and DT to change the consumer experience. The analyses point out avenues for further research and raise important questions for decision-makers in companies that want to reap the benefits of DT.

After reviewing the literature on the subject, this research’s objective was to answer the following question: “Is it possible to measure the digital mindset of employees through a scale designed for the context of Brazilian organizations?”. Originality/value: The digitization of organizations has become the center of business transformation. However, one of the often-overlooked factors in the transition process is developed at the micro-organizational level. Collaborators vary in interest, knowledge, and ability to innovate. A measure to identify individual digital mindset profiles would be essential to guide the planning and development of a digital learning culture mindset. Still, such a tool was not yet found in the Brazilian literature. Design/methodology/approach: A multidimensional digital mindset construct was proposed based on the literature on cognitive structures and digital transformation mindset. Items were prepared to measure the degree of maturity of the construct, described through three digital profiles (open mind, transformer, and entrepreneur) and an analog profile. The scale was submitted to 574 professionals from Brazilian companies for exploratory factor analysis. Findings: The digital mindset scale showed signs of validity, confirming, in the present sample, the mindset dimensions related to the digital environment (Cronbach’s alphas between 0.85 and 0.62). Resumo Objetivo: O mindset digital pode ser definido como um conjunto de comportamentos individuais relacionados ao grau de aderência às transformações digitais. Nesse contexto, o objetivo da presente pesquisa foi, após revisão de literatura sobre o tema, responder à seguinte questão: “É possível mensurar o mindset digital de profissionais por meio de uma escala elaborada para o contexto das organizações brasileiras?”. Originalidade/valor: A digitalização das organizações passou a ser o centro da transformação dos negócios. No entanto, um dos fatores muitas vezes negligenciado no processo de transição é o desenvolvimento no nível micro-organizacional. Os profissionais variam no nível de interesse, no conhecimento e na capacidade de inovar. Para guiar o planejamento e desenvolvimento de uma cultura de aprendizagem digital, uma medida para identificar os perfis individuais de mindset digital seria essencial, mas tal ferramenta ainda não era encontrada na literatura brasileira. Design/metodologia/abordagem: A partir da literatura sobre estruturas cognitivas e a transformação digital, foi proposto um construto multidimensional de mindset digital. Elaboraram-se itens para a mensuração do grau de maturidade do construto, descrito por meio de três perfis digitais (open mind, transformador e empreendedor) e um analógico. A escala foi submetida a 574 profissionais de empresas brasileiras para análise fatorial exploratória. Resultados: A escala de mindset digital apresentou bons indícios de validade, sendo confirmadas, na presente amostra, as dimensões de mindset relacionadas ao meio digital (alfas de Cronbach entre 0,85 e 0,62).

Originality/value: There is little academic scientific literature on digital maturity in Brazil. This research will offer subsidies to companies regarding the different dimensions that need to be emphasized by managers in order to achieve a full and effective digital transformation. This information will be valuable to support the digital transformation process of these companies. The study fills a gap in the academic context related to the lack of more comprehensive empirical studies based on digital maturity. Design/methodology/approach: This study evaluated the relationship of eight dimensions of capacity (strategy, leadership, market, operational, people, culture, governance, and technology) with the development of digital maturity. This survey applied an electronic questionnaire to directors of the strategic level of Brazilian retail sector companies located in different regions of Brazil. At the end, a total of 260 valid questionnaires were obtained. The responses were analyzed using the Partial Least Squares (PLS) method. Findings: The research results showed that the strategy, market, operations, culture, and technology dimensions are those that are most related to the development of digital maturity. Esta pesquisa oferecerá subsídios para as empresas no tocante às diversas dimensões que precisam ser enfatizadas pelos gestores, a fim de se atingir uma transformação digital plena e eficaz. Essas informações serão valiosas para apoiar o processo de transformação digital dessas empresas. No contexto acadêmico, o estudo supre uma lacuna relacionada à falta de estudos empíricos mais abrangentes quanto às bases da maturidade digital. Design/metodologia/abordagem: Este estudo avaliou a relação de oito dimensões de capacidade (estratégia, liderança, mercado, operacional, pessoas, cultura, governança e tecnologia) com o desenvolvimento da maturidade digital. Aplicou-se um questionário eletrônico a dirigentes de nível estratégico de empresas brasileiras do setor varejista, situadas em diferentes regiões do Brasil. Obteve-se, ao final, um total de 260 questionários válidos. As respostas foram analisadas com o método de Partial Least Squares (PLS). Resultados: Os resultados da pesquisa mostraram que as dimensões estratégia, mercado, operações, cultura e tecnologia são aquelas que estão mais relacionadas ao desenvolvimento da maturidade digital.

There has been a race to produce AI technologies to reduce countries' geopolitical risks and conditions of development and global technological insertion. AI technologies are strategic in the digital transformation scenario, requiring governments to design policies promoting AI technology, expanding data protection, and ensuring digital sovereignty. This paper compares public policy instruments from G20 member countries through the qualitative comparative analysis (QCA) methodology. The paper concludes that mixes of policy instruments matter in producing AI patents, demonstrating different configurations of mixes that make outcomes. The paper analyzes these instruments role in digital sovereignty and AI application in industry and governments.

Originality/value: This article contributes to expanding the knowledge of the relationship between PM and DT, indicating that PM and its different approaches are used strategically to enable DT implementation in organizations. In addition, it is evidenced that DT demands individuals with technical and behavioral competencies to work in innovative and rapid organizational, cultural, and technological contexts arising from adopting new digital technologies. Design/methodology/approach: The research is characterized as exploratory with a qualitative approach. The methodology adopted was the systematic literature review and sought to understand the relationship and convergence between PM and DT. The research was carried out broadly, and the articles were selected on the Web of Science, Scopus, and Google Scholar bases, forming the analysis corpus with 104 articles published from 2015 to 2020. Findings: The results converged in the composition of four factors: competencies; strategy; digital technologies; and portfolio, programs, and projects, demonstrating the evolutionary and adaptive capacity of PM to support major changes such as DT. RESUMO Objetivo: Este artigo tem como objetivo investigar a relação entre o gerenciamento de projetos (GP) e a transformação digital (TD) nas organizações. Originalidade/valor: Este trabalho contribui para ampliar o conhecimento da relação existente entre o GP e a TD, indicando que o GP e suas diferentes abordagens são utilizados de forma estratégica para viabilizar a execução da TD nas organizações. Além disso, é evidenciado que a TD demanda indivíduos com competências técnicas e comportamentais para trabalharem em contextos inovadores e de rápidas mudanças organizacionais, culturais e tecnológicas, advindas com a adoção de novas tecnologias digitais. Design/metodologia/abordagem: A pesquisa é caracterizada como exploratória com abordagem qualitativa. A metodologia adotada foi a revisão sistemática da literatura, e busca compreender a relação e a convergência entre o GP e a TD. A pesquisa foi realizada de forma ampla e os artigos foram selecionados nas bases Web of Science, Scopus e Google Scholar, formando o corpus de análise com 104 artigos publicados no período de 2015 a 2020. Originality No comparison is available that aims to understand the differences and gaps between theoretical research and the reality of digital transformation in Brazilian industries. Research method Based on three steps, namely: review and bibliographic analysis to identify the main aspects of digital transformation; content analysis of national reports to define the state of practice; comparison between the results of theory and practice. Main findings The results demonstrate an alignment between the aspects found in the scientific literature and the reports analyzed. The pillars of digital transformation are widely discussed in industrial reality. However, implementation gaps (and related opportunities) difficult the digital transformation of the Brazilian industry. Implications for theory and practice This paper introduces a proposition that unites theoretical aspects in a model that may be applied to enable digital transformation in the industry.

BRETERNITZ;ABSTRACT Purpose: To present the planning for the digital transformation of Brazilian higher education institutions (HEI) and to measure their degree of digital mastery, according to Westerman, Calméjane, Bonnet, Ferraris, and McAfee (2011). Originality/value: Some studies evaluate digital transformation and/or the degree of digital mastery carried out in HEI individually. However, those that assess them comparatively have not been identified, allowing to draw a baseline to assist managers in benchmarking processes. Design/methodology/approach: It is an exploratory, qualitative research, with field study, in which the secondary data were obtained through bibliographic and documentary sources and the primary data through semi-structured interviews. For this purpose, representatives of ten private HEI were interviewed using an instrument consisting of a script of questions. The content was analyzed according to the model of Bardin (2011) and supported by the tool Iramuteq. The findings served as an input for completing the digital mastery questionnaires. Findings: Elements identified in the research refer to the fact that the evaluated HEI have good maturity in their digital transformation processes. Such allegations could be verified from the evaluation of digital mastery, which found that most institutions have a good level of digitalization and that, despite having some limitations related to the development of digital and leadership skills, can be considered digital masters. RESUMO Objetivo: Apresentar o planejamento para a transformação digital de instituições de ensino superior (IES) brasileiras e medir seu grau de maestria digital, conforme o modelo proposto por Westerman, Calméjane, Bonnet, Ferraris e McAfee (2011). Originalidade/valor: Existem estudos que avaliam a transformação digital e/ou o grau de maestria digital em IES individualmente, entretanto não foram identificados os que os avaliam comparativamente, permitindo traçar uma linha de base para auxiliar gestores em processos de benchmarking. Design/metodologia/abordagem: Trata-se de uma pesquisa exploratória, qualitativa, com estudo de campo, na qual os dados secundários foram obtidos por meio de fontes bibliográficas e documentais e os primários por meio de entrevistas semiestruturadas. Para tanto, foram entrevistados representantes de dez IES privadas, utilizando-se um instrumento desenvolvido, composto por um roteiro de perguntas. O conteúdo foi analisado conforme modelo de Bardin (2011) e apoiado pela ferramenta Iramuteq. Os achados serviram de insumo para preenchimento dos questionários de maestria digital. Resultados: Elementos identificados na pesquisa remetem ao fato de que as IES avaliadas possuem boa maturidade em seu processo de transformação digital. Tais alegações puderam ser constatadas a partir da avaliação da maestria digital, que constatou que a maioria das instituições têm um bom nível de digitalização e que, apesar de conviverem com algumas limitações referentes ao desenvolvimento de capacidades digitais e de liderança, podem ser consideradas mestres digitais.

This article studies the effect of digitalization on Russia’s economic growth. As indicators measuring the impact of digitalization processes on economic growth, the study used the Gross Domestic Product per capita, the Global Competitiveness Index, the Index of Digital Life, the Digital Adoption Index, and the Resilience Index. Their in-depth examination based on a three-pronged model showed that the state of the macroenvironment and the readiness of the population for digital transformation do not allow digital technologies to affect the economic growth rate seriously. RESUMO A digitalização transforma os conceitos tradicionais de crescimento econômico e competitividade. Este artigo estuda o efeito da digitalização no crescimento econômico da Rússia. Como indicadores que medem o impacto dos processos de digitalização sobre o crescimento econômico, o estudo usou o Produto Interno Bruto per capita, o Índice de Competitividade Global, o Índice de Vida Digital, o Índice de Adoção Digital e o Índice de Resiliência. Seu exame aprofundado com base em um modelo de três frentes mostrou que o estado do macroambiente e a prontidão da população para a transformação digital não permitem que as tecnologias digitais afetem seriamente a taxa de crescimento econômico.

A maioria delas, contudo, é estreita em escopo, por abordar apenas tecnologias isoladas. Além disso, são curtas em temporalidade, por não reconhecerem os vínculos destas tecnologias digitais com o bloco de tecnologias de informação e comunicação precedentes. Propõe-se no presente trabalho uma visão de escopo mais amplo e temporalidade mais extensa para preencher estas lacunas. Conceituou-se o Sistema Tecnológico Digital (2010-2020) como o cluster de inteligência artificial, computação em nuvem e Big Data. Este cluster gera três fluxos de inovações: digitização, algoritmização e plataformização. As relações autocatalíticas entre as tecnologias deste cluster e entre sistemas prévios de TIC indicam continuidade histórica. No entanto, o fenômeno da comoditização de dados que se desdobra deste sistema configura-se como descontinuidade histórica de monta. Abstract The advancement of digital technologies in the last decade has motivated analysis regarding a new era in capitalism. Most of these analyzes, however, are narrow in scope, as they only address isolated technologies. In addition, they are short-lived, as they do not recognize the links between these digital technologies and the preceding block of information and communication technologies. We propose a broader scope and longer timeframe to fill these gaps. We conceptualized the Digital Technological System (2010-2020) as the cluster of artificial intelligence, cloud computing and Big Data. This cluster generates three innovation streams: digitization, algorithmization and platformization. The autocatalytic relationships between the technologies of this cluster and between previous ICT systems indicate historical continuity. Esse artigo possui como objetivo produzir um mapa de vegetação para o Parque Nacional da Serra dos Órgãos (PARNASO). Essa unidade de conservação está localizada na Floresta Atlântica dentro de uma variação topográfica desde o nível do mar até 2.263 metros. A classificação da vegetação baseou-se em dados do satélite ASTER, fotografias aéreas de alta resolução e modelo digital de elevação (MDE). O MDE indica estruturas de vegetação em ambiente com alta variabilidade espacial porque se correlaciona com fatores ambientais, tais como o microclima, umidade, solo e processos geomorfológicos. O classificador de árvore de decisão foi usado para extrair informações dos dados de MDE e sensoriamento remoto. Sete fisionomias foram identificadas: Agropecuária (1,29% da área do Parque), Campos de Altitude (24,27%), Floresta Ombrófila Densa Alto-Montana (37,47%), Floresta Ombrófila Densa Montana (21,54%), Floresta Ombrófila Densa Sub-Montana (5,22%), Floresta Secundária (4,13%) e áreas sem vegetação (6,08%). As três maiores fisionomias estão associadas a altitudes superiores a 1.000 metros e representaram 55,5% da área total. The management and ecological monitoring of national parks and other protected areas requires a detailed description of the vegetation distribution patterns. This paper aims to produce a vegetation map for the Serra dos Órgãos National Park (PARNASO). This conservation unit is localized in Atlantic Forest within a topographic variation from sea level to 2,263 meters. The vegetation classification based on the ASTER satellite data, high-resolution aerial photographs and Digital Elevation Model (DEM). The DEM indicates vegetation structures in landscape with high spatial variability because it correlates with environmental factors, such as microclimate, moisture, soil and geomorphological processes. Decision tree classifier was used to extract information of DEM and remote sensing data. Seven classes were identified: Agropecuária (1.29% of total Park area), Campos de Altitude (24.27%), Floresta Ombrófila Densa Alto-Montana (37.47%), Floresta Ombrófila Densa Montana (21.54%), Floresta Ombrófila Densa Sub-Montana (5.22%), Floresta Secundária (4.13%), and no vegetation area (6.08%). The three highest physiognomies were associated with altitude higher than 1,000 m and represented 55.5% of the total area. The construction of decision trees combining the DEM and remote sensing information can improve the result on the forest tropical distribution.
