Mikhaylova;The COVID-19 pandemic has proved a powerful catalyst for the integration of digital technologies in everyday life. Many routines relating to purchasing goods and services, information exchange, movement, document issuance, or scheduling medical appointments have been replaced by digital ones. Despite technology proliferating through society, the digital divide is widening. The place of residence is a factor affecting the involvement in digitalisation, along with age, education, income, and the availability of ICT infrastructure. This study evaluates the readiness of the population of various Russian regions to embrace digital technologies. Based on a comparative analysis of traffic to the most popular websites on the Russian Internet, grouped into five categories (e-commerce, e-government, information exchange, spatial mobility, scientific communication), an index method for assessing readiness for digitalisation is developed. The study uses Yandex search data from February 2019 to January 2021. The findings suggest that Russian regions may be divided into digitally advanced areas, runner-ups, average performers, and the digital periphery. Recommendations are given on how to increase readiness for digital transformation in territories of different types without running the risks of forced digitalisation. © 2021. Mikhaylova, A.A.

In diesem einleitenden Teil des Arbeitsberichts wird die Bedeutung und die Raumwirksamkeit der digitalen Transformation für das LAG-Gebiet Hessen, Rheinland-Pfalz, Saarland herausgearbeitet. Die Differenzierung nach städtischen und ländlichen Räumen wird besonders betont. Der Aufbau des Berichts, an dem elf Wissenschaftler/ innen und Praktiker/innen mitgearbeitet haben, und die von ihnen formulierten Fragen bilden den zweiten Teil der Einleitung. This introductory section of the report presents the significance and spatial impact of the digital transformation for the state working group (LAG) area of Hesse, Rhineland- Palatinate and Saarland. Emphasis is placed on differentiating between urban and rural areas. The second part of the introduction presents the structure of the report and the questions drawn up by the eleven academics and practitioners who worked on it.

In dem Fazit dieses Bandes werden Rahmenbedingungen und Implikationen der Digitalisierung für die Raumentwicklung im LAG-Gebiet Hessen, Rheinland-Pfalz, Saarland erneut aufgegriffen. Fragen und Folgen der Digitalisierungsprozesse in ausgewählten Bereichen werden zusammenfasend skizziert. Handlungs- und Planungserfordernisse ebenso wie die Folgen für den Beruf des Raumplaners und der Raumplanerin werden thesenförmig dokumentiert. Auf Grund der Aktualität wird zudem das Zusammenwirken von Corona-Pandemie und Raumwirksamkeit der Digitalisierung behandelt. The conclusion of this volume revisits the parameters and implications of digitalisation for spatial development in the LAG-area Hessen, Rhineland-Palatinate and Saarland. The issues faced by and consequences of digitalisation processes in selected fields are summarised. Needs for action and planning are discussed and possible effects on the spatial planning profession proposed. In recognition of the currency of the topic, interactions between the coronavirus pandemic and the spatial impact of digitalisation are considered.

Digitalisierung ist ein Schlagwort, ein Leitmotiv in Stadtentwicklungsstrategien sowie ein Megatrend. Sie schreitet voran und betrifft alle Arbeits- und Lebensbereiche, somit auch die Stadtentwicklung. Dabei ist jedoch die Kleinstadt nicht explizit Gegenstand der raumwissenschaftlichen Diskussion und Forschung zur Digitalisierung bzw. Digitalen Transformation. Kleinstädte müssen bisher ihren Weg innerhalb der aktuellen Smart-City-Diskurse (also zwischen Top-down- und vorwiegend technologiegetriebenen Ansätzen für Großstädte) sowie der Smart-Country-Debatte (Bottom-up und lokale bzw. regionale Akteursansätze für ländliche Räume) suchen. Ein Blick in die Geschichte der ARL zeigt, dass die sich mit der Digitalen Transformation stellenden Fragen und Aufgaben nicht ganz neu sind. Ziel des Beitrags ist es zu klären, ob es einer eigenen Forschung zur Digitalen Transformation und Kleinstadtentwicklung mit spezifischen Schwerpunktsetzungen, die über die aktuellen Untersuchungen, Diskurse und Entwicklungen in den Bereichen Smart City und Smart Country hinausgeht, bedarf. Digitalisation is a keyword, a guiding motif in urban development strategies and a megatrend. It is advancing into all fields of work and life, including urban development. However, the small town is not explicitly the object of spatial scientific discussion and research on digitalisation or the digital transformation. To date, small towns have had to find their own way between the current Smart City discourses (top-down and primarily technology-driven approaches for cities) and Smart Country debates (bottom- up and local or regional stakeholder approaches for rural areas). A glance at the history of the ARL shows that the questions and tasks presented by the digital transformation are not entirely new. The article aims to clarify whether there is a need for specific research on the digital transformation and small town development with explicit focuses that go beyond current investigations, discourses and developments in the fields of Smart City and Smart Country research.

Der Beitrag analysiert die Verbindung zwischen Nachhaltigkeitstransformationen und Smart-City-Ansätzen in deutschen Städten. Hierzu werden bestehende Studien zum Prozess der Digitalisierung in deutschen Kommunen ausgewertet und die Bezüge zu einer nachhaltigen Stadtentwicklung aufgezeigt. Schwerpunkt der Analyse ist die Frage, ob Smart-City-Akteure als Pioniere des Wandels zu mehr Nachhaltigkeit dienen können und in welchen Handlungsfeldern Smart-City-Aktivitäten verankert sind. Im Rahmen des Beitrags wird deutlich, dass Digitalisierung und Smart City durchaus Potenziale bieten, um Nachhaltigkeitstransformationen auf Ebene der Städte zu unterstützen. Bislang ist der Nachhaltigkeitsbezug in Smart-City-Strategien jedoch eher Lippenbekenntnis und weniger strategisch eingesetztes Instrument für eine große Transformation. Eine Ausrichtung von Smart-City-Strategien an den Sustainable Development Goals (SDGs) böte den Akteuren jedoch einen adäquaten Rahmen, um nachhaltige und smarte Städte zu schaffen. The article analyses the link between sustainability transformations and smart-city approaches in German cities. Here existing research into the process of digitalisation in German municipalities are evaluated and links to sustainable urban development traced. The analysis focuses on whether smart-city actors can serve as pioneers of a sustainability transformation and on the fields of action in which smart-city activities are anchored. In the course of the article it becomes clear that digitalisation and smart-city approaches have the potential to support sustainability transformations on the level of the cities. However, to date references to sustainability in smart-city strategies tend to be lip service rather than providing a strategic instrument for great transformation. Orienting smart-city strategies towards sustainable development goals would, however, offer actors an adequate framework to create sustainable and smart cities.

Whereas in Western Europe and North America, the age of streaming has also been criticised for a casualisation of musical labour, in peripheral music economies like Kyrgyzstan it participates in structuring a market for music makers. At the same time, digitalisation also tends to reproduce global inequalities. Based on the case of hip-hop music production in Bishkek, Kyrgyzstan, the present working paper examines how the 'age of streaming' affects the musical production and the dreams and ambitions of music workers.

The study was conducted in the Poltava region from June 2020 - October 2020. The sample was social workers who provide educational services to students of the University of the Third Age. The total number of respondents was 73 people.The digital literacy analysis of social workers providing geronto-education services was conducted according to five main parameters: information literacy, computer literacy, communication and media literacy, and technology literacy.The results of the digital literacy assessment show that two-thirds of social worker-teachers have enough knowledge, skills and follow the right attitudes. At the same time, digital skills received an average of 3.2 points (3.4 urban and 3.0 rural) out of 5 possible. The majority of social workers (66 people, 90%) have been actively using digital technologies in the geronto-educational process of the Third Age University for less than ten years.The study found out that 96% of social workers-gerorogists desire to move to online learning in the current situation, of which 78% expressed a desire to undergo professional retraining in online learning.As the main obstacles to mastering and developing gerorogical technologies-innovations, social workers named: insufficient awareness of digital innovations, lack of scientific and methodological literature on social technologies for teaching elderly people; lack of logistics for the application of gerorogical digital innovations; lack of material incentives.The results of the study indicate the need to develop social workers-gerorogists: knowledge in the field of modern computer technology and software, as well as the principles of their work; skills of using modern technologies (gadgets and applications); installations in the field of verification of information from the Internet and mass media; attitudes about the benefits of modern gadgets for the daily life of a professional.

In Deutschland wie auch weltweit versuchen Kommunen, viele ihrer Aufgaben und öffentlichen Dienstleistungen mittels digitaler Techniken effizienter zu steuern und zu erledigen. Angestoßen, durchgeführt, unterstützt oder betreut werden diese Prozesse oftmals von IT-Unternehmen. Die Zielsetzungen sind bei den Smart-City-Konzepten unterschiedlich. Bei einigen Konzepten steht die reine Effizienzsteigerung im Vordergrund der Digitalisierung, bei anderen primär das Gemeinwohl und die Verbesserung der Lebensverhältnisse der Bewohnerinnen und Bewohner der Kommune. Als ein Beispiel für letzteren Ansatz gilt das Wiener Konzept "Smart City Wien", das hier vorgestellt wird. Über den Wettbewerb "Digitale Stadt", ausgelobt vom Digitalverband Bitkom und dem Deutschen Städte- und Gemeindebund, wurde der Digitalisierungsprozess an die Stadt Darmstadt herangetragen, die diesen Wettbewerb 2016 gewonnen hat und das zweite Fallbeispiel bildet. Kommunen im ländlichen Raum entwickeln und betreiben, oftmals mit öffentlicher Förderung, "Smart-Region-Konzepte". Diese versuchen primär, flexible und mobile Angebote der Daseinsvorsorge in dünn besiedelten Gebieten mithilfe der Digitalisierung aufrechtzuerhalten bzw. zu stärken. In Germany, as elsewhere in the world, municipalities are attempting to increase the efficiency of their functions and public services by using digital technologies. These processes are often initiated, supported or administered by IT companies. The objectives of the Smart City concepts vary. For several concepts, the focus is on a pure increase in efficiency, for others digitalisation is intended to further the common good and improve the living conditions of residents of the municipality. One example of the latter is the "Smart City Vienna" concept, which is discussed here. The competition "Digital City", organised by the digital association Bitkom and the German Association of Towns and Municipalities, stimulated interest in the digitalisation process in the city of Darmstadt, which won the competition in 2016 and is our second case study. Municipalities in rural areas develop and run "Smart Region" concepts, often with public funding. They primarily attempt to maintain and strengthen flexible and mobile services of general interest in thinly populated areas with the help of digitalisation.

In terms of mobility, digitalisation leads to new forms of transport, new market participants and other companies attempting to enter the market with new services. Mikhaylova;The COVID-19 pandemic has proved a powerful catalyst for the integration of digital technologies in everyday life. Many routines relating to purchasing goods and services, information exchange, movement, document issuance, or scheduling medical appointments have been replaced by digital ones. Despite technology proliferating through society, the digital divide is widening. The place of residence is a factor affecting the involvement in digitalisation, along with age, education, income, and the availability of ICT infrastructure. This study evaluates the readiness of the population of various Russian regions to embrace digital technologies. Based on a comparative analysis of traffic to the most popular websites on the Russian Internet, grouped into five categories (e-commerce, e-government, information exchange, spatial mobility, scientific communication), an index method for assessing readiness for digitalisation is developed. The study uses Yandex search data from February 2019 to January 2021. The findings suggest that Russian regions may be divided into digitally advanced areas, runner-ups, average performers, and the digital periphery. Recommendations are given on how to increase readiness for digital transformation in territories of different types without running the risks of forced digitalisation. © 2021. Mikhaylova, A.A.

Auf Grund der Aktualität wird zudem das Zusammenwirken von Corona-Pandemie und Raumwirksamkeit der Digitalisierung behandelt. The conclusion of this volume revisits the parameters and implications of digitalisation for spatial development in the LAG-area Hessen, Rhineland-Palatinate and Saarland. The issues faced by and consequences of digitalisation processes in selected fields are summarised. Needs for action and planning are discussed and possible effects on the spatial planning profession proposed. In recognition of the currency of the topic, interactions between the coronavirus pandemic and the spatial impact of digitalisation are considered.

Digitalisierung ist ein Schlagwort, ein Leitmotiv in Stadtentwicklungsstrategien sowie ein Megatrend. Sie schreitet voran und betrifft alle Arbeits- und Lebensbereiche, somit auch die Stadtentwicklung. Dabei ist jedoch die Kleinstadt nicht explizit Gegenstand der raumwissenschaftlichen Diskussion und Forschung zur Digitalisierung bzw. Digitalen Transformation. Kleinstädte müssen bisher ihren Weg innerhalb der aktuellen Smart-City-Diskurse (also zwischen Top-down- und vorwiegend technologiegetriebenen Ansätzen für Großstädte) sowie der Smart-Country-Debatte (Bottom-up und lokale bzw. regionale Akteursansätze für ländliche Räume) suchen. Ein Blick in die Geschichte der ARL zeigt, dass die sich mit der Digitalen Transformation stellenden Fragen und Aufgaben nicht ganz neu sind. Ziel des Beitrags ist es zu klären, ob es einer eigenen Forschung zur Digitalen Transformation und Kleinstadtentwicklung mit spezifischen Schwerpunktsetzungen, die über die aktuellen Untersuchungen, Diskurse und Entwicklungen in den Bereichen Smart City und Smart Country hinausgeht, bedarf. Digitalisation is a keyword, a guiding motif in urban development strategies and a megatrend. It is advancing into all fields of work and life, including urban development. However, the small town is not explicitly the object of spatial scientific discussion and research on digitalisation or the digital transformation. To date, small towns have had to find their own way between the current Smart City discourses (top-down and primarily technology-driven approaches for cities) and Smart Country debates (bottom- up and local or regional stakeholder approaches for rural areas). A glance at the history of the ARL shows that the questions and tasks presented by the digital transformation are not entirely new. The article aims to clarify whether there is a need for specific research on the digital transformation and small town development with explicit focuses that go beyond current investigations, discourses and developments in the fields of Smart City and Smart Country research.

Der Beitrag analysiert die Verbindung zwischen Nachhaltigkeitstransformationen und Smart-City-Ansätzen in deutschen Städten. Hierzu werden bestehende Studien zum Prozess der Digitalisierung in deutschen Kommunen ausgewertet und die Bezüge zu einer nachhaltigen Stadtentwicklung aufgezeigt. Schwerpunkt der Analyse ist die Frage, ob Smart-City-Akteure als Pioniere des Wandels zu mehr Nachhaltigkeit dienen können und in welchen Handlungsfeldern Smart-City-Aktivitäten verankert sind. Im Rahmen des Beitrags wird deutlich, dass Digitalisierung und Smart City durchaus Potenziale bieten, um Nachhaltigkeitstransformationen auf Ebene der Städte zu unterstützen. Bislang ist der Nachhaltigkeitsbezug in Smart-City-Strategien jedoch eher Lippenbekenntnis und weniger strategisch eingesetztes Instrument für eine große Transformation. Eine Ausrichtung von Smart-City-Strategien an den Sustainable Development Goals (SDGs) böte den Akteuren jedoch einen adäquaten Rahmen, um nachhaltige und smarte Städte zu schaffen. The article analyses the link between sustainability transformations and smart-city approaches in German cities. Here existing research into the process of digitalisation in German municipalities are evaluated and links to sustainable urban development traced. The analysis focuses on whether smart-city actors can serve as pioneers of a sustainability transformation and on the fields of action in which smart-city activities are anchored. In the course of the article it becomes clear that digitalisation and smart-city approaches have the potential to support sustainability transformations on the level of the cities. However, to date references to sustainability in smart-city strategies tend to be lip service rather than providing a strategic instrument for great transformation. Orienting smart-city strategies towards sustainable development goals would, however, offer actors an adequate framework to create sustainable and smart cities.

Based on the case of hip-hop music production in Bishkek, Kyrgyzstan, the present working paper examines how the 'age of streaming' affects the musical production and the dreams and ambitions of music workers.

The study was conducted in the Poltava region from June 2020 - October 2020. The sample was social workers who provide educational services to students of the University of the Third Age. The total number of respondents was 73 people.The digital literacy analysis of social workers providing geronto-education services was conducted according to five main parameters: information literacy, computer literacy, communication and media literacy, and technology literacy.The results of the digital literacy assessment show that two-thirds of social worker-teachers have enough knowledge, skills and follow the right attitudes. At the same time, digital skills received an average of 3.2 points (3.4 urban and 3.0 rural) out of 5 possible. The majority of social workers (66 people, 90%) have been actively using digital technologies in the geronto-educational process of the Third Age University for less than ten years.The study found out that 96% of social workers-gerorogists desire to move to online learning in the current situation, of which 78% expressed a desire to undergo professional retraining in online learning.As the main obstacles to mastering and developing gerorogical technologies-innovations, social workers named: insufficient awareness of digital innovations, lack of scientific and methodological literature on social technologies for teaching elderly people; lack of logistics for the application of gerorogical digital innovations; lack of material incentives.The results of the study indicate the need to develop social workers-gerorogists: knowledge in the field of modern computer technology and software, as well as the principles of their work; skills of using modern technologies (gadgets and applications); installations in the field of verification of information from the Internet and mass media; attitudes about the benefits of modern gadgets for the daily life of a professional.

In Deutschland wie auch weltweit versuchen Kommunen, viele ihrer Aufgaben und öffentlichen Dienstleistungen mittels digitaler Techniken effizienter zu steuern und zu erledigen. Angestoßen, durchgeführt, unterstützt oder betreut werden diese Prozesse oftmals von IT-Unternehmen. Die Zielsetzungen sind bei den Smart-City-Konzepten unterschiedlich. Bei einigen Konzepten steht die reine Effizienzsteigerung im Vordergrund der Digitalisierung, bei anderen primär das Gemeinwohl und die Verbesserung der Lebensverhältnisse der Bewohnerinnen und Bewohner der Kommune. Als ein Beispiel für letzteren Ansatz gilt das Wiener Konzept "Smart City Wien", das hier vorgestellt wird. Über den Wettbewerb "Digitale Stadt", ausgelobt vom Digitalverband Bitkom und dem Deutschen Städte- und Gemeindebund, wurde der Digitalisierungsprozess an die Stadt Darmstadt herangetragen, die diesen Wettbewerb 2016 gewonnen hat und das zweite Fallbeispiel bildet. Kommunen im ländlichen Raum entwickeln und betreiben, oftmals mit öffentlicher Förderung, "Smart-Region-Konzepte". Diese versuchen primär, flexible und mobile Angebote der Daseinsvorsorge in dünn besiedelten Gebieten mithilfe der Digitalisierung aufrechtzuerhalten bzw. zu stärken. In Germany, as elsewhere in the world, municipalities are attempting to increase the efficiency of their functions and public services by using digital technologies. These processes are often initiated, supported or administered by IT companies. The objectives of the Smart City concepts vary. For several concepts, the focus is on a pure increase in efficiency, for others digitalisation is intended to further the common good and improve the living conditions of residents of the municipality. One example of the latter is the "Smart City Vienna" concept, which is discussed here. The competition "Digital City", organised by the digital association Bitkom and the German Association of Towns and Municipalities, stimulated interest in the digitalisation process in the city of Darmstadt, which won the competition in 2016 and is our second case study. Municipalities in rural areas develop and run "Smart Region" concepts, often with public funding. They primarily attempt to maintain and strengthen flexible and mobile services of general interest in thinly populated areas with the help of digitalisation.

Die Digitalisierung führt in der Mobilität dazu, dass neue Angebotsformen entstehen, neue Marktteilnehmer in den Markt treten sowie andere Unternehmen versuchen, diesen Markt mit neuen Dienstleistungen für sich zu erschließen. Dies führt zu einer großen Flexibilität in der Mobilität für den Einzelnen, während es gleichzeitig immer schwerer wird, Mobilität für jede Bürgerin und jeden Bürger als Teil der Daseinsvorsorge kostengünstig anzubieten. In terms of mobility, digitalisation leads to new forms of transport, new market participants and other companies attempting to enter the market with new services. This creates greater flexibility in individual mobility but also makes it increasingly difficult to provide affordable mobility for each and every citizen as a service of general interest.
